About the PSR
- How payments work affects the society we live in; the challenges faced by the vulnerable; how likely we are to fall victim to fraud; and how easily we can manage our money. Payments underpin our economy.
- Behind these payments are several important payment systems. We rely on these systems to support markets, facilitate competition and drive innovation.
- This helps to deliver new products, find new ways to protect people from harm, and deliver services that give people and businesses more choice and control about how to pay and be paid.
- We need the technology, the rules governing the use of these systems and the markets they support to all work well.
- This is where the PSR plays an important role - we are the economic regulator of, and competition authority for, those systems.
- We protect people and businesses and promote competition and innovation in these systems and the markets that they support.
- The PSR is an independent economic regulator led by Managing Director, Chris Hemsley. We are directly accountable to Parliament and funded by the payments industry.
- We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority.
- Operationally we are an independent subsidiary of the Financial Conduct Authority.
- To achieve this, we have set out in our Strategy four strategic priorities:
- )- Ensure users have continued access to the payment services they rely on and support a choice of payment options-
- Ensure users are sufficiently protected when using the UK's payment systems-
- Promote competition between UK payment systems and the markets supported by them; protecting users where that competition is not sufficient-
- Act to ensure the interbank systems provide the infrastructure, rules and incentives that foster innovation and competition in payments- Purpose of the role
- The PSR is covering larger and more complex areas of work than ever before.
- Through active monitoring, supervision and enforcement, we will make sure people and businesses can continue to have confidence in the payment systems they use every single day.
- Using a risk-based approach to monitoring we will assess firms compliance with our regulations and target proportionate intervention where it is needed. We will also educate and engage the industry, building constructive and collaborative relationships.
- This Associate role, within the Compliance Monitoring team, is part of the the PSR’s new Supervision and Compliance Monitoring (SCM) Division.
- You will work alongside colleagues to establish and maintain the PSR’s compliance framework, monitoring how both payment system operators and participants in payment systems comply with our regulations and directions, including making decisions on how to improve poor compliance where identified.
- What does the role involve?- Supporting the Team Manager in developing and implementing a monitoring strategy for organisations regulated by the PSR-
- Owning the communications and interactions with firms where poor performance is identified-
- Ensuring that we maintain high standards of accountability and transparency-
- Engaging with a variety of stakeholders, playing a key role in ensuring that the PSR is a strong, confident, outwardly facing regulator-
- Building effective relationships with senior industry stakeholders and across the wider family of regulators and public bodies-
- Provide assistance to the wider team in developing and implementing monitoring strategies for PSR policy initiatives that reflect our strategic priorities-
- Proactive engagement with teams across the PSR to support the delivery of the PSR’s strategic objectives-
- Lead on interacting with external firms to influence and assess the level of compliance that has been achieved or in relation to Enforcement investigations-
- Ensure that the PSR takes a risk-based approach to its compliance monitoring activities to ensure that we are efficient in our use of resources- This is an exciting opportunity to establish and shape Supervision and Compliance Monitoring’s priorities for both existing and upcoming regulatory policy releases
- About you
- Minimum criteria- Proven experience of working in a supervision (at a regulator) or investigations capacity, compliance/audit department, ideally within the financial services sector-
- Direct experience of managing your own work-load, with the ambition to grow and support more senior stakeholders-
- Proven experience of analysing large amounts of information and producing summaries which make conclusions and draw out key findings- Essential criteria- Support and move forward investigations or projects involving large volumes of information-
- Ability to act confidently within the legal framework under which key decisions are made and to understand and manage legal and other risks-
