**Department Overview**
The Secretary's Department supports the Court of Directors and other key Governing Committees of the Bank.
The Secretary's Department is also responsible for the Bank's records and archives; the Bank's records management; and the Information Centre.
- The Secretary’s Department sits at the heart of the Bank of England, and carries out three main purposes:
- First, we contribute to effective decision-making and the smooth running of the Bank. We do this by providing the Bank’s central secretariat to the Bank’s Court of Directors, the Executive and subsidiaries; promote good corporate governance throughout the organisation; and provide advice to Governors on national security issues.
- Second, we help protect the integrity and impartiality of the Bank and its officials. We do this by maintaining and promoting Our Code and advising all levels of the organisation advising all levels of the organisation on conflicts of interest; maintaining the Bank’s public register of interests for its senior officials; handling “Speaking Up” whistleblowing matters; and identifying, mitigating and managing insider risks.
- Third, we serve as a custodian of corporate information and institutional memory. We do this by cataloguing, preserving and making accessible historic records; acquiring and managing access to information resources, and delivering a professional library service for the Bank; and delivering a records service which manages the Bank’s information and records to meet professional standards and statutory obligations.
The Department is led by the Secretary of the Bank, Sebastian Walsh, who is supported by the Deputy Secretary, Michael Salib.

We are advertising for a Senior Advisor in the Conflicts of Interest team (made up of one other Senior Adviser and 6 FTE). The role will support the Secretary’s Department in helping protect the integrity and impartiality of the Bank and its officials, and the Secretary of the Bank in their role as the Bank’s Conflicts Officer. This role will provide the successful applicant with first‑hand insight into how the Bank manages conflicts of interest.
The role will include the following responsibilities:
- Advising on the conflicts of interest policies in Our Code (the Bank’s code of conduct) in particular implementing the Bank’s policies on community & charity roles, directorships, gifts and entertainment, political activities, personal and financial relationships, personal financial transactions, and Speaking Up (internal whistleblowing), and also reviewing them to ensure they are in step with best practice.
- Leading the Conflicts Team (six people) provide advice to staff Bank-wide on the Bank’s conflicts of interest policies, via the AskConflictsAdvice in-box. In conjunction with the Team, act as a Bank-wide screening officer for Personal Financial Transaction requests. With the Team, help to raise awareness of the conflicts policies, including develop and provide training to the wider Bank on the conflicts policies.
- Act as line manager for the Scale E Central Policy Manager and PA of the team and ensure that resourcing for smooth operation of the in-box is maintained day-to-day.
- Becoming an expert on the functions of the Our Code Compliance system, including oversight of administration of the system, and assessing with Technology the resources needed to maintain and develop the system.
- Directly supporting the Secretary and Deputy Secretary as required in handling and advising on conflicts of interest issues relating to the senior officials of the Bank, and leading on conflicts management for the Bank’s non-statutory committees that have external members (notably RTGS/CHAPS Board and SONIA Oversight Committee).
- Liaise with the Head and Deputy Heads of Compliance Division to monitor adherence to the policies, manage and report breaches, and overseeing all stages of the annual Our Code attestation process.
- Act as a principal contact for the Bank’s Speaking Up (whistleblowing) policy, manage individual cases as required, ensure policy and practice follows best practice and report to ARCo annually.
