Overview:
Electoral boundaries form the basis of democracy. This post offers the opportunity to lead an experienced team which works to ensure that boundaries for Scottish Parliament and local government elections, and UK Parliamentary elections in Scotland, are reviewed in a way that is transparent and fair.

Boundaries Scotland (BS) is an independent Commission sponsored and funded by the Scottish Government. The Commission is responsible for carrying out reviews of constituencies and regions for the Scottish Parliament and reviewing the number of wards and councillors for local councils. BS also reviews the external boundaries of Scotland’s 32 council areas. The Boundary Commission for Scotland (BCS) is sponsored and funded by the Office of the Secretary of State for Scotland. It carries out reviews of constituencies in Scotland for the UK Parliament. Each Commission is made up of a chair and a number of Commissioners.

BS and BCS are advisory NDPBs, independent of the Scottish Government and the UK government and both served by a Secretariat staffed by permanent civil servants, normally assigned from the Scottish Government. The postholder will be the leader of this team, who in addition to advising and supporting the Commissioners, oversees the day-to-day management of the office and is accountable to the Scottish Government and OSSS for the Commissions’ budgets. The post provides an opportunity to engage with a range of stakeholders at senior levels within the sponsor departments and external bodies (such as the Electoral Commission, Electoral Management Board, political parties and others) ) as well as with the Commission members, and to operate with significant autonomy.

BS is currently undertaking a review of the Scottish Parliament constituency and regional boundaries which will report by May 2025. A review of the UK Parliamentary boundaries has recently been completed by BCS.

**Responsibilities**:

- Supporting and enabling the work of the Commissions; ensuring delivery of statutory responsibilities, robust risk management and the effective operation of their offices; as well as securing efficient management of their financial, staff and other resources.
- Managing the Secretariat for the Boundary Commission for Scotland and Boundaries Scotland to ensure that it can provide the necessary support and advice to the Commissions to enable them to comply with their statutory duties.
- Co-ordinating production of discussion papers for meetings of the commissions, including both writing papers and reviewing draft papers prepared by other Secretariat members, ensuring full account is taken of the legislation which governs review work.
- Preparing and agreeing with the sponsor Departments on behalf of the Commissions, the annual corporate plans and annual reports for the Commissions.
- Planning and overseeing the delivery of the strategy and detail of reviews, including formal and informal consultation, and monitoring and developing processes and procedures in the light of legislative change, technological and other developments to enable the Commissions to complete effective reviews within the required timescales.
- Liaising with the Sponsor Departments and key stakeholders such as electoral registration officers and the National Records of Scotland, as well as other Commissions in the UK, as necessary; including supporting the Commissions in their engagement with Ministers. During reviews you will have a high profile and be responsible for handling business with Chief Executives and other senior staff of local authorities, political party organisations and other interested parties at national and local level and with the media. This will also include providing strategic advice to Chairs and Commissioners about their engagement with relevant stakeholders.
- Managing and being accountable for the budgets relating to both Commissions, with responsibility to the Director of the Office of the Secretary of State for Scotland and the Permanent Secretary of the Scottish Government for the proper management of the Commissions' funds.
- Providing general support and advice to the Commissions, including guiding them on the interpretation of relevant statutory rules.
