**NHS Care Group Manager (Band 8C)**

**Job Summary**:
The post holder will manage Surgery Care Group, comprising a number of specialities, supporting the Clinical Lead. The post holder will be responsible for the overall delivery of service, quality, financial and other targets as determined by the Trust. Inpartnership with the Clinical Lead, the post holder will be responsible for business, workforce and financial planning within their own unit, and will work closely with other managers and clinicians to support Trust-wide objectives.
- Oversee the operational delivery of all services in the Care Group based within NHS Foundation Trust and to ensure safe care and effective use of all resources.
- Specifically, to take a lead in achieving key performance targets in line with national and local agreements.
- The post has line management responsibility for the Speciality Lead Clinicians, Matrons, and operational managers within the Care Group and assumes delegated responsibility for the budgets.
- To implement the strategic development of the care group

**Location**: Hybrid (based Southampton 3 days, Working from home 2days a week)

**Temporary**: Expected to last 3-6 months with possible extension

**Hours per week**: 37.5 hours per week

**Salary**: £45per hour (Umbrella) or £37.67 per hour (PAYE inclusive of holiday)

**Knowledge and Experience**
- Significant experience working on both strategic and operational matters.
- Significant NHS/Public sector experience and knowledge and understanding of the NHS system reform policy and other key policy drivers
- Demonstrable success in building, leading, motivating and developing multi-disciplinary teams as highly effective people manager
- Proven experience of effective performance and budgetary management and control including achieving annual targets on a regular basis for a large group of clinical specialties
- Proven success in business planning and in the development of business cases
- Experience of leadership of complex operational change/project management while also developing and maintaining high standards of quality
- Strong and effective leadership and people management skills
- Strong influencing, persuasion and negotiating skills
- Highly developed verbal and written communication and presentation skills suitable for a range of audiences, including chairing of meetings

**Duties but not restricted to.**
- To provide operational leadership within the Care Group with over 150 beds.
- Provide input and develop proposals for long-term strategic capital and service planning, which may impact across the Trust. To challenge existing patterns of service and encourage innovation.
- Work with colleagues across the Trust to implement and sustain the RTT recovery programme
- Work with clinicians to reduce waiting times for surgery
- To support the trust transformation agenda around outpatients and theatres
- To actively participate in planning network-wide services as appropriate and to implement actions arising from network discussion or agreement; to translate policy into practice in liaison with the Divisional Director of Operations (DDO).
- To work with Clinical Commissioning (CCGs) and NHS England to develop plans and investment priorities, models of care and streamline pathways for patient flow.
- To ensure submission of service plans, investment proposals and business cases ensuring developments are dovetailed into Trust plans and priorities in liaison with DDO.
- To have lead responsibility for policy implementation and policy and service development for the Care Group, working in partnership with medical and nursing staff in relation to clinical policies.
- To support the implementation of NICE guidance, ensuring costs are fully identified and commissioning arrangements are secured.
- To be responsible for and support the delivery of Key Performance targets and ensure monitoring mechanisms are in place to assess performance and enable corporate reporting.
- Preparation of the Workforce Development programme, in conjunction with the Trust, University and Workforce Confederation.
- To contribute to education and training programmes/workshops as necessary.
- To contribute to the communication strategy publicity or fund-raising events.
- To actively engage with users and carers ensuring that the PPI programme is fully integrated into all services.
- To work within and promote service delivery in line with the integrated governance strategy and standards for better health.
- Ensure that all Care Group staff comply with the Trust’s Standing Financial instructions.
- Ensure the support, analysis and development of information requirements.
- To manage an operating budget of circa £40M with approx. 530 staff.
- Develop a Care Group Delivery Plan to meet service needs and contribute to the annual planning process of the Trust.
- Ensure the efficient and effective operation of the Care Group, matching resource to need and providing flexibility with workload pressures.
- Monitor financial service performance against plans, to identify problems at an early stage and initiate corrective action.
- Plan and manage the implementation of projects, to modernise services, improve facilities, working practices etc; to meet NHS Plan and Delivery Plan targets.
- Ensure that effective commissioning arrangements are in place for the Care Group. To ensure that all strategies are translated into capital and commissioning plans.
- Lead and ensure that good communication is in place right through the Care Group, with other Divisions and organisations.
- Recruit, develop and motivate staff. Oversee appraisal, performance management and disciplinary proceedings.
