Programme Estimator (PMO)

The PMO will operate in line with ISO5500, IAM and APM / MSP principles to provide impartial and credible analysis to inform decision making in support of the Authorities and KBS’ Strategic Estates function, while driving infrastructure resilience, value for money and continual improvement.

This function requires effective co-ordination of the cost planning activities as they relate to the programme, with regards for the inter-dependencies including oversight of any risks and issues arising. It also includes an understanding and adherence to the Authorities planning and funding cycles.

**Main Accountabilities**:

- Creation and maintenance of the cost plans for the 20 Year Infrastructure Plan and the 1 Year Forward Works Plan
- To monitor the in-year Infrastructure Programme cost plans and cost report
- Provide the cost input to the strategic options

**Your key responsibilities will be**:

- Maintaining the 20 Year Infrastructure Plan and the 1 Year Forward Works Plan cost plans and proactively monitoring progress, resolving issues and contributing to the programme change process
- Ensure programme structures to support ‘though life cost’ and ‘total cost of ownership’ requirements.
- Able to develop and maintain investment appraisals, using standard methods e.g. NPV
- The ability to create cost plans and estimates by benchmarking and the use of historical site data.
- Understanding of a gateway process with full understanding of the RIBA project stages and how these are applied with regards to cost planning
- Ensuring integration with the Authorities 20 Year Estates Management Plan (EMP) and integration with the other Authorities programmes e.g. berthing and docking plans
- Working with the Asset Managers to ensure that their inputs to the programme, via the SAMP, AMPs and ALPs are suitable and sufficient
- Knowledge of the interfaces and inputs from the planning team in relation to the cost plan
- Analysing and interpretation of project progress cost reports and acting on any issues reported that are out with the previously prescribed project boundaries.
- Maintaining communications with all stakeholders
- Reporting on programme cost at regular intervals, reporting performance against KPI’s and attending meetings as necessary

**The following experience is essential for the role**:

- Previous and broad range of PMO and Programme Management cost planning experience (5 years minimum)
- Knowledge of cost planning tools, SharePoint (or similar), Microsoft Office, CAFM and SAP
- Experience of working in a complex operational environment with a wide variety of marine, building, civil and system assets

- Have experience working in a fast-paced environment, be proactive, taking ownership and accountability for decision and commitments

**You’ll ideally have the following qualifications, memberships etc.**
- Cost management qualifications and member ship of the RICS or similar.
