**Job summary**:
The Government Property Agency is changing the way the Civil Service works and is at the forefront of Government's transformation agenda; reshaping the relationship civil servants have with their place of work. The Agency is central to the delivery of key Government policies including moving 22,000 Civil Service roles out of London by 2030 and tackling climate change by contributing to the Net Zero agenda. To do this we are delivering a major change programme across the UK and consolidating our portfolio in order to save £1.4 Bn over 10 years.

**Job description**:
**The Government Property Agency’s mission is to provide great places to work for civil servants. We are using our scale and commercial expertise to do this effectively, efficiently and sustainably, helping to support growth in all parts of the UK. We are growing rapidly through acquisition of Government properties from Departments. Turnover has risen from £0.4bn in 20/21 to £1.1bn in 21/22 and it will continue to grow as more properties are transferred and run by GPA.**

**Creating a first class finance function at the heart of decision making is a key priority of our transformation programme. The finance team will provide robust financial reporting and control alongside outstanding commercial business finance advice.**

**This role will report into the Deputy Director of Property Finance to manage and report on the financial**

**performance, risks, opportunities and controls for the GPA property estate. The role will work closely with and**

**manage and provide oversight for the GPA’s outsourced Property Partner.**

**This role will provide financial support to the Property Director and will be a key member of the Property**

**directorate leadership team. They will manage the overall budget (income and expenditure) and will provide**

**financial insight, support and challenge for the benefit of GPA’s clients. They will drive business performance,**

**maximise return on investment and enhance client satisfaction.**

Manage and oversee GPA’s outsourced Property Partner activities to:

- Ensure that the financial accounting for the GPA property estate is accurate and complies with GPA policies and accounting standards. the Property directorate’s leadership team to take appropriate actions to manage performance.
- Ensure that Clients are accurately billed for Property Services, including rent, rates, service charges, utilities and balancing charges.
- Develop financial plans and forecasts, and manage income and expenditure budgets maximising income generation and optimising expenditure
- Develop processes and controls which help the senior management team to run the division effectively
- Support the contractual management of the outsourced Property Partner to ensure that the service delivers contractual outputs and best value for GPA and it’s Clients.
- Provide leadership, energy and direction for the Property Finance team and across the finance function to maintain an engaged and high performing team.
- As part of the Finance and Property Services senior management teams, contribute to the overall development of strategies to achieve directorate objectives and those of the wider GPA

Ensure that financial controls operate effectively across GPA and the Property Partner.
