The team, based in **London, Birmingham, Bristol, Cardiff, Epsom, Leeds, Manchester **and **Warrington**, is one of the UK’s leading consultancies, at the forefront of thought leadership in the field of planning, economics and international development. We influence government thinking on infrastructure delivery and provide strategic planning advice in the UK to central government and its agencies, Local Enterprise Partnerships, local authorities, combined authorities, major landowners including utility companies and the private sector. We are currently providing strategic planning support on major UK projects for clients including Heathrow, HS2, Homes England, National Highways and Transport for London. We also lead international planning projects for financing institutions and government bodies such as European Bank for Reconstruction and Development and World Bank.

Chartership / full membership within a relevant organization such as RTPI, RICS, IEMA, IED is required.

**Responsibilities**:

- Carry out strategic planning research and policy development including for example: assessments of development potential, local plan support and evidence, city and regional spatial plans (UK and international), business case development, infrastructure delivery studies.
- Inform and shape long-term and / or large-scale growth studies, including

identifying opportunities coming out of the Government’s Levelling Up agenda
- Identify, develop and pursue new business and marketing opportunities including leading or supporting on tenders and framework bids.
- Develop client network and collaborate with colleagues across Atkins to generate strategic planning opportunities and win work.
- Manage project inputs from a range of disciplines working across Atkins, Faithful + Gould and SNC Lavalin and our wider consultant network
- Manage client communication, reporting and stakeholder engagement.
- Develop and maintain relationships across the organisation to ensure we position ourselves well within the market, assemble technically excellent project teams and deliver high quality quantitative analysis and written work.
- Financial management of projects.
- Provide mentoring to junior staff to help the team develop their capabilities.

**Requirements**:

- A relevant town planning, economics or property-related degree or equivalent.
- Chartered membership of RTPI, RIC, IED or IEMA.
- Relevant post-qualification experience in a private sector planning / development role, focused primarily on strategic planning and development.
- Planning policy experience including evidence base preparation and critical assessment (such as housing needs and land supply assessments, EDNAs, ELRs, town centre assessments, Green Belt etc.), in the UK.
- A sound, in-depth knowledge of UK planning law and procedures, including the changing planning system at national and local level
- Appreciation of development viability and mechanisms for land value capture, as part of giving within advice, strategic development and decision making
- Knowledge of land assembly, including compulsory purchase, and development delivery vehicles desirable.
- Proven experience of managing and delivering multi-disciplinary projects; ability and aptitude to work alongside and coordinate internal and external technical specialists.
- Proven experience of building successful relationships with internal and external stakeholders.
- Sound commercial awareness and proven ability to manage project budgets.
- Able to check and review complex documents and summarise and present key issues in a clear and concise way, understandable to non-specialists.

- Strong report writing, verbal and presentation skills, and the aptitude to rationally explain, explore and discuss planning, development and environmental issues.
