The GLA’s Skills and Employment Unit commissions and manages projects that support the Mayor’s objectives of creating jobs for Londoners, helping Londoners gain the skills and experience they need to compete in London’s competitive labour market, and helping businesses to grow.

We’re looking for a proactive and enthusiastic individual to join the team and contribute to the development, procurement and delivery of the GLA’s Skills and Employment Unit led provision.

You will be working in a matrix environment, supporting your colleagues to deliver a complex and varied portfolio of projects encompassing support to unemployed and disadvantaged Londoners, as well as employers, schools, colleges and independent training providers.

You will need to demonstrate a thorough knowledge of programme and project management and control techniques, including project planning and appraisal, financial and performance analysis and management, risk management, issue resolution and evaluation. A successful track record of developing, managing and delivering large-scale high value projects and programmes in complex organisations, and a track record of successfully delivering results on target and within budget, ideally including skills and employment projects will also be important.

You’ll possess excellent _building and managing relationship skills _and be comfortable having ownership and accountability for the tasks assigned to you. You will work with a large and diverse number of internal and external stakeholders, from delivery partners and providers to senior managers, helping to ensure that the team’s projects deliver their objectives on time, to budget, and to the highest possible quality.

This role will include digital systems management (GLA-OPS and Skills Gateway) to support the Skills and Employment project and programme delivery.

**Person Specification Criteria**

**Technical requirements/experience/qualifications**
- Demonstrable experience of developing, managing and delivering large-scale high value projects and programmes in complex organisations, and a track record of successfully delivering results on target and within budget, ideally including skills and employment projects.
- A thorough knowledge of programme and project management and control techniques, including project planning and appraisal, financial and performance analysis and management, risk management, issue resolution and evaluation
- Evidence of well-developed IT skills, solid experience of using financial management systems and processes, and excellent report writing skills
- Demonstrable experience of using strategic research and analytical skills to support and enable project and programme development, delivery, and evaluation
- Experience of establishing and managing complex, and sometimes hostile, stakeholder relationships to achieve positive outcomes for the Authority
- An understanding of local, national and European skills and employment funding streams, associated reporting and the benefits of outcome-related funding models for both participants and funders.
