Site/works Manager

**Main purpose of the job**:
Responsible for the project management and delivery of specific schemes/projects emanating from the capital works programme for local authority Highways across a range of different asset groups. This will include schemes related to drainage, structures, roadsurface treatment, footway improvements, Local Highways Budget and minor works. The works will also include any major projects promoted via County Councils transport strategy teams. To be responsible and accountable for project managing schemes to ensure tasksrelating to delivering design and construction quality, timeliness, risk and commercial are completed in accordance with Suffolk Highways processes and procedures. To assist the Planned Works Manager and work closely with other Highways business functions,to achieve the successful delivery of the annual Contractors Plan & programme.
**Qualifications and Professional Memberships**
1. New Roads Street Works Act (NRSWA) accreditation
2. Health and Safety qualification, preferably IOSH or Site Management Safety Training Scheme (SMSTS) or demonstrable equivalent training or qualification.
3. Project Management qualification e.g. Prince 2, MAPM. Or demonstrable experience in a relevant role.
4. A minimum HNC/HND qualification in related relevant discipline (relevant to engineering or programme / project management) or equivalent demonstrable experience related to project management and delivery.
**Specialist knowledge skills and experience**
1. Operational experience in the delivery of highways schemes including coordination of Service Providers
2. Ability to work under pressure in a commercial environment, being able to prioritise competing demands in challenging situations.
3. Knowledge of scheme delivery standards and techniques.
4. Experience of safety standards and SHE regulations for a variety of scheme types including working on live carriageways.
5. Experience of appropriate traffic management requirements, including the signing and guarding of highway works.
6. Good working knowledge of MS Word, Excel, Outlook, Sharepoint, Insight and Works Manager software systems.
7. Good problem-solving skills with a well established ability to interpret, manage and organise data.
8. Knowledge of legislation relevant to highways works (particularly New Roads and Street Works Act)
9. Demonstrable experience of the CDM regulations and risk identification and assessment.
10. General environmental awareness and good practice on sites.
12. Comprehensive programme delivery experience, ideally within Local Authority or Construction/Engineering sector.
13. A good level of finance acumen when reporting and tracking spend/costs.
14. Experience in risk identification and assessment.
15. Detailed knowledge and experience of managing and maintaining a works programme and associated resources in an engineering or operational environment and should have knowledge of a programme lead approach to delivery.
16. A positive problem solver with demonstrable experience of successful programme delivery.
17. Good communicator (written & verbally) with clients, colleagues and the public.
18. Self-motivated with the ability to motivate others.
19. Understands customer needs and knows how to deliver a good customer service experience.
