**Job summary**:
Government Business Services (GBS) is a large business unit within the Cabinet Office with around 550 staff. It brings together back office services across government, and supports the Civil Service with high-volume HR and finance processes, aligned to the Government's modernisation agenda. GBS was established in August 2020, and includes Shared Services, the Government Recruitment Service, Civil Service and Royal Mail Pensions, and the Platforms and Services unit, which supports these. GBS delivers services for over 400,000 civil servants across government. It supports 1.5 million Civil Service and Royal Mail pension scheme members, and provides recruitment services for around 70 percent of the Civil Service.

We need a talented Service Owner to join our Government Business Services Interoperability programme, to help us transform the way back-office services work across the Civil Service. Our digital services are used by over 400,000 civil servants, covering key areas such as recruitment, payroll, learning and pensions. You will lead an ambitious build team, playing a pivotal role in improving how people and data move around the Civil Service so that we become able to rapidly deploy the right skilled staff where we need them most.

**Job description**:
You will be leading strands of the Interoperability OneData programme which envisions a more flexible, efficient and effective Civil Service using technology to enable civil servants and data to move more easily across departmental boundaries. Each strand is designed to achieve a major improvement to how the Civil Service operates enabling us to better serve the public:
1) Government Skills Campus - creating the capability to capture, analyse and use workforce data (such as skills, experience and knowledge) across Civil Service departments, professions and functions. This will enable improved workforce planning, resource deployment, capability building interventions, and business services.

2) Staff transfers / movers - improving how civil servants move between roles. This depends on simplifying, streamlining and automating processes for moving civil servants around government so that we have the right people where we need them quickly.

You will be joining us as we transition into mobilising and rolling out these services to our. You will also work on other strands of the programme such as single employee identifier and integration capabilities. You’ll also work with our wider portfolio of digital services covering recruitment, learning and business services.

- Life cycle perspective. You can understand the different phases of product delivery and can contribute to, plan or run them. You can maintain a product or process through the delivery phases, into live and then into retirement. You can lead a team through the different phases of the product delivery life cycle. You can maintain and iterate a product over time to continuously meet user needs. You can understand incident management and service support to ensure that products are built effectively.
