**Job description**:
Major Programmes and Projects (MPP) are the capital infrastructure delivery specialists to the DIO & MOD. Based UK & Overseas, our dedicated professionals are passionate about the work they do and the projects we deliver as an organisation. These include the development of runways and jetties, key refurbishments, accommodation for US Forces and much more.

MPP’s portfolio includes high profile and complex projects, with our Major Programmes in value over £1bn. We have 7 directorates, some which are directly aligned to our Front-Line Commands which strengthens our support in the delivery of Capital Infrastructure. Army, Air, Navy, UKStratCom, United States Visiting Forces (USVF) Defence Continuity Team (DCT) and the Portfolio Office. All are diverse and unique, delivering excellence to our customers and stakeholders. Our reach is exponential, and no two days are the same

This post sits within the USVF Programme Management Office. The USVF programme develops and ensures delivery of sub-programmes of work to support the European Deterrent and European Consolidation Initiatives. This is a programme currently consisting of 70 live projects with further projects in the pipeline which are being developed and will be delivered over the next 6-8 years. The USVF team are dedicated to the delivery of the service to the US customer.

The Business Planner is to provide specialist hands-on support in maintaining the business management function at the programme level. They play a proactive role in knowledge management to promote business management methods and standards and support the implementation of best programme and project management practice. The role provides a consultancy service to programme and project managers across USVF. This consultancy may take the form of advice and guidance or may be in the form of completed business/reporting/HR transactions.

**Responsibilities Include**:

- Provision of information from 2* and 1* community emerging issues.
- Member of the Workforce Planning Working Group
- Responsible for maintenance of UIP’s organisation charts.
- Responsible for UIN budget management.
- Support and maintain the recruitment process within UIP, providing support, advice and guidance on recruitment action across the programme.
- Provide support and briefing on action required on HR issues
- Provide direction, advice and resources to support processing of HR forms.
- Provide direction, advice and resources to support UIP line managers through the recruitment process.
- Provide information to MPP Business Management team to ensure position establishment tables remain current.
- Responsible for collating and reporting monthly manning returns for UIP, reporting monthly to MPP Workforce Planning Manager.
- Responsible for supporting the delivering of coherent reporting outputs to support the MPP governance drumbeat.

**Desirable Experience & Skills**
- Experience in working in a Portfolio, Programme and Project environment
- Experience of working in the Ministry of Defence and/or other Government Departments or Public Sector organisations
- Experience of infrastructure delivery
- Experience of working in HR, budget management, business management function
