The job

The council recognises that for its adult social care and health services to be successful we need to work in partnership with our health colleagues, communities, and the voluntary sector. This role is critical to ensuring positive outcomes are reached for adults with mental health needs in collaboration with partners. Within the East Riding population there is an increasing need for services to work together to meet complex mental health needs in an increasingly challenging landscape. This role provides an opportunity for an experienced leader to take this forward.

The role will have strategic responsibility for delivering the council’s adult social care responsibilities to adults with a mental health need or forensic need under The Care Act. The post holder will work in partnership with health and other partner agencies to ensure high quality delivery of mental health services across the country, closely linking in with commissioning colleagues across the council. They will work with our internal and external partners to forecast future demand and ensure the most vulnerable within our society are supported appropriately whilst enabling people to be independent and feel empowered.

The post has strategic responsibility for the councils’ integrated arrangements with health in the delivery of six community mental health teams, our approved mental health professionals and out of hours service, our prisons and MAPPA team and our in-house older people’s residential services.

You will have knowledge and experience of social care at a strategic level and the ability to work in a politically sensitive environment. You will have knowledge and understanding of relevant adult social care policy, law, and legislation as well as current best practice. You will have robust leadership and management skills and be passionate about ensuring people with adult social care and health needs have access to quality service options that enable them to live independent lives. You will have a extensive experience of partnership working and of integrated services to support the health and wellbeing of vulnerable people.

You will be able to identify and deliver multi-agency strategies and deliver new services in wide range of local partnerships. You will have excellent communication skills and have experience of engaging with key stakeholders. You will be analytical, creative and be able to understand complex financial arrangements and identify funding opportunities.

You will have extensive experience of working in an adult social care environment and be able to demonstrate highly developed problem-solving skills and the ability to communicate effectively with colleagues, health care professionals, and East Riding residents.

Key roles will include:

- Strategic responsibility for delivering the council’s integrated adult mental health strategy outlining the councils’ strategic intentions.
- Forming key strategic partnerships with system partners across children services and the NHS to ensure an approach to integrated service delivery which meets outcomes.
- Managing relationships with internal and external partners across the East Riding and ensuring that adult social care priorities are addressed in key strategies.
- Developing an approach to population health management alongside our health colleagues.
- Working with care providers across the sector to design solutions to complex care.
- Working closely with adult social care and health’s procurement and brokerage, and accommodation teams to ensure there is a combination of high-quality care options in the East Riding.
- Ensuring the social care needs of prisoners and adults with forensic history and social care needs are met.
