The post holder will be responsible for leading on behalf of the Chief Executive the organisation’s Emergency Preparedness, Resilience and Response (EPRR) and Business Continuity planning and response agenda and ensuring that the organisation discharges its responsibilities in relation to the Civil Contingencies Act 2004 and all subsequent Department of Health and NHS national guidance and legislation such as the Health and Social Care Act (2012), NHS standard contract, NHS England Core Standards for EPRR, NHS England Framework and NHS England Business Continuity Management Framework. The post holder will lead in creating a culture and environment in which EPRR and business continuity management is embedded at all levels in the organisation to ensure the sustained delivery of high quality, safe, personal and effective patient care. The post holder will be responsible for ensuring that all relevant Trust guidance is developed, plans remain current and are regularly tested, mechanisms are in place to ensure that operational staff at all levels are trained, the Chief Executive and the Board are regularly updated as to progress and that robust links are maintained with other organisations to ensure that plans are integrated across a multi-agency system.
- Responsible for ensuring that the organisation discharges its responsibilities in relation to the Civil Contingencies Act 2004 and subsequent NHS and DHSC legislation, EPRR Core Standards and guidance.
- Manage a rolling programme of planning, training, exercising and testing in relation to Emergency Preparedness, Resilience and Response, e.g. Business Continuity including Major Incident, Mass Casualties, CBRN and Pandemic Planning in line with EPRR Core Standards.
- Monitoring and reporting the performance of divisions in relation to resilience planning, updating performance management frameworks and other self-assessment tools.
- Working with the Triumvirate Teams, Deputy Directors and other Senior Managers develop and sustain operational capability to respond to emergency situations through informing, motivating and training staff across all disciplines and all levels of the organisation.
- Ensure that robust processes are in place to maintain and develop the organisation’s resilience.

Communications and Key Working Relationships
- Providing information to staff, patients and the public that may be highly contentious, complex and sensitive, in order to ensure that they are updated, warned and informed in relation to resilience plans for the Trust.
- Engaging with internal and, where appropriate, external stakeholders including the blue light services, UK Health Security Agency, Local Authority, Commissioners and regulatory bodies to promote partnerships and co-operative working.
- Responsible for writing and developing of emergency plans; delivering training and updating the Deputy Chief Executive and Trust Board as to progress.
- Develops and maintains strong and productive working relationships with Emergency Preparedness leads across a range of agencies including other regional acute NHS and Foundation Trusts; Primary Care, ICBs, NHSE, Trusts, West Yorkshire Police, Yorkshire Ambulance Service; Fire Service; and UK Health Security Agency.
