Buckingham futures is looking for a Street Trading Officer based in East London to start asap.

**MAIN PURPOSE OF THE JOB** To manage, control and monitor all street trading & market related activities and ensure the enforcement of the Council’s regulations, applicable legislation and bye-laws in respect of trading in the Council’s street trading & markets.

**DUTIES & RESPONSIBILITIES**

1. To take appropriate action in dealing with breaches of criminal, civil and bye-laws; issuing FPNs, summons or reporting offenders for legal proceedings in accordance with the Council’s enforcement policy.
2. To be the first point of contact for the public, face to face or on the telephone, for advice and assistance with complaints, dealing with them sympathetically using initiative to resolve problems and liaise with traders on their behalf where appropriate.
3. To issue daily licences to casual traders strictly in accordance with current policies and procedures, assessing competing demands for limited pitches, carrying out the relevant administration in respect of this.
4. To ensure that traders’ vehicles do not obstruct the public highway in the market area and surrounding side streets, except when loading/unloading at permitted times.
5. To visit private land locations within 7 metres of the highway, to deal with complaints regarding illegal street trading.
6. To monitor and inspect electrical and/or water provision in market areas to ensure these remain in good working order.
7. To ensure all barriers and/or gates in market areas or surrounding roads are closed/opened in line with agreed market times.
8. To carry out licensing site visits/surveys to verify information provided by applicants for public footway and isolated pitch licences and to provide recommendation as to whether a licence should be issued.
9. To undertake duties anywhere in the Borough.
10. To take appropriate action in dealing with breaches of criminal, civil and bye-laws; issuing FPNs, summons or reporting offenders for legal proceedings in accordance with the Council’s enforcement policy.
11. The post holder reports to the Street Trading & Markets Operations Supervisor and Deputy Supervisor in the absence of the Supervisor.
12. The post holder has no budget responsibility
13. The post holder will be required to work evenings, weekends and occasional public holidays, in order to meet service requirements.
14. The working hours and the days may be varied in accordance with the needs of the service.

**Key Tasks and Accountabilities**
- Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time.
- To deputise, as and when required, for the Street Trading & Markets Operations Supervisor - Monitoring and enforcement of appropriate laws conditions and regulations
- The regulations of stall sizes, commodities
- The inspection & regulation of highways displays including shop front trading
- Checking traders’ licences and attendance
- Explaining market regulations to traders
- To ensure that traders adhere to the applicable byelaws
- Reporting and issuing verbal and written warnings and preparing prosecution cases for traders in breach of regulations and maintaining satisfactory records
- The gathering of intelligence for use by other regulatory services.
- To institute legal proceedings and prepare and present evidence for court proceedings as appropriate
- Monitoring Street Cleansing activities and liaise with the contractors to ensure safe, clean and tidy market conditions
- To control, and manage traffic movements at the beginning and end of a trading day if required.
- To keep records on daily turn out of traders, warnings issued and any street cleansing concerns
- To report defects in the structure and fabric of the market that may cause a health & safety concern and progress remedial action
- To liaise with the local community, organisations and traders associations to bring about positive changes to street trading & market management
- To liaise with the public, dealing with onsite enquiries concerning street trading management matters and report as appropriate
- To liaise with other Council departments, agencies and external agencies in connection with matters concerning street trading & markets
- To be an initial contact, and wherever possible, to deal with complaints and queries relating to the service
- To contribute to policy initiatives and maintain an awareness of all legislation, regulations and developments affecting the service
- To assist in progressing projects and development of individual street markets, street trading and associated regeneration.
