The post holder will ensure that all Estates operational activities carried out safely, including contractors’ activities and charitable activities are in line with the Trust’s policies, processes, and procedures. We are one of the largest general hospital foundation Trusts in the country, serving a population of more than 500,000 people, and the main provider of acute and specialist care services for West Berkshire.

We are also the region's specialist centre for cancer, eye and renal care, serving over one million people across Berkshire and south Oxfordshire.

Our main site is the Royal Berkshire Hospital in Reading. The Trust also provides services at West Berkshire Community Hospital near Newbury, the Prince Charles Eye Unit and Renal Unit in Windsor, outpatient services at Townlands Hospital in Henley and cancer and renal services Royal Berkshire Bracknell Clinic.

The Trust’s aim is to deliver high quality care by putting patient care first. The Estates team support this by providing an excellent estates maintenance and service operation.
Delivery, Analysis, Reporting & Documentation
- Act as the first contact point of any Estates H&S Concern, also as one of the specialist officers in the provision of advice and guidance on health and safety issues, including represent at all relevant H&S group meetings as required.
- To advise the Estates on any issues which would result in failure to comply with the Health and safety at work Act 1974, The Management of Health and Safety at Work Regulations 1999 and other relevant legislation and guidance information
- Ensure all current Estates compliance documents are well recorded, through Contractor H&S Management System (Skyvisitor) and the Computer Aided Facility management system (Micad system) software. Ensure records are accurate, up-to-date and complete and data integrity is maintained. Also make records available to the appropriate senior management when required.
- Undertake analysis of contractor H&S key performance Indicator (KPI) data to identify and assess issues affecting daily Estates service delivery and performance in relation to specific HTM. Using negotiation skills and share the data trend analysis with relevant seven service providers, advise on how to improve together on H&S KPI and escalate to Estates QHSE Manager where necessary.
- Identify gaps from contractor H&S management system, search additional information, combine with problem solving skills to address issues and problems, write report with solutions to solve the specific H&S issues/problems.
- Under take root cause analysis, identify the lesson learned from Datix investigation and implement action plan which help to continually improve the quality of Estates service.
- Monthly produce department Risk registers report and Highlight out the cost effective way to save the revenue cost. Influence others while making budget spending decision from H&S Datix and risk register data.
- Carry out annual quality audits of H&S management systems to ensure all seven service providers are complain with the service contract and service delivery.
- Maintain the incident investigating and reporting procedure for all health and safety issues.

Responsibilities for policy and service development & implementation
- Liaise with other members of the Estates Team as well as stakeholders to develop and implement processes and procedures to support the work of the Team and ensure safety delivery of daily Estates activities.
- Review H&S related policies and procedures and ensure a programme of review and revision is undertaken as necessary. Contribute to other Trust wide polices as and when required.
- Familiarise with legislation change, approval code of practice (ACOP) update, review Estates H&S related polices, protocols, procedures and safe working best practice.

Planning and Organisation
- Proactively engage with seven current Estates service providers to make sure their H&S documents are in place, review their Risk Assessments and Method Statements. Own the RAMS analysis/review and acceptance processes with the QHSE Manager’s support. Familiar with all the relevant schematic drawings and written ins
