Job description

The post holder leads the university’s information governance strategy, including the development of university policy and strategy relating to freedom of information, data protection, records management, data governance and information security. The post holder will:

- Develop these areas into a joined-up and holistic information governance service, creating a ‘one-stop-shop’ for all university data and information matters.
- Have overall responsibility for the university’s compliance framework for the UK General Data Protection Regulation and Data Protection Act 2018, plus effective delivery of a future implementation plan for any Government
- proposed changes to the UK’s data protection law.
- Be the Data Protection Officer (DPO) for the university, as required under Article 37 of the UK GDPR or any future legislation.
- Be responsible for the day-to-day operational management of the Information Compliance team, ensuring delivery of a high-quality service to all stakeholders in accordance with the university’s policies, deadlines, KPIs and service and quality standards.
- Be responsible for the delivery, monitoring and reporting of mandatory data protection and information security training for all staff.
- Be responsible for managing and developing a programme of information audits, to contribute to the core purpose of the Business Assurance Department.
- Oversee the provision of focused advice and guidance to staff and students.
- Provide support to the Senior Information Risk Officer (SIRO) on all information governance issues and risks, and ensuring the SIRO receives the necessary training on an annual basis.
- Maintain the relationship with the Information Commissioner’s Office as the main point of contact for the university and provide support to the Deputy College Secretary & Chief Compliance Officer in dealing with other regulators.
- Develop the university’s strategy on data governance to achieve, monitor and maintain high levels of data integrity and quality which foster trust in the university’s data and ensure that data continually fulfils business needs and create benefits for the university and its stakeholders.
- Oversee an effective records management system for the university, including implementing data classification and embedding records retention rules
- Provide secretariat support to the Data Governance Group (DGG) and assist the Deputy College Secretary & Chief Compliance Officer in providing secretariat support to the Information Security Steering Board (ISSB) and Information Security Review Group (ISRG), deputising as Chair of the ISRG when required.
- Be a member of the senior leadership team in Business Assurance and deputise for the Deputy College Secretary & Chief Compliance Officer as reasonably required.

Key responsibilities
- To have an in-depth knowledge and understanding of the regulatory & legislative issues surrounding information governance and to effectively manage this area across the College.
- To lead the university’s information governance activities and, working with the Deputy College Secretary, to develop strategy for the area
- To ensure that a sound framework for compliance with the provisions of the UK GDPR or any future legislation and regulation are maintained across the university through business as usual.
- To be the Data Protection Officer for the university. The role shall be carried out in compliance with Article 39 of the UK GDPR and will include performing the following tasks:

- Advising the Senior Management Team on the data protection obligations of the institution
- Monitoring data protection compliance
- Assigning responsibilities, awareness-raising and training of staff involved in processing operations
- Undertaking internal audits of data protection
- Providing advice on the need and completion of Data Protection Impact Assessments
- Liaising with the ICO and act as the contact point for any issues
- Undertaking or advising on assessments for the potential risk of processing activities
- To overseeand be accountable for the effective management of the services provided by the Information Governance team; ensuring that service targets, quality standards, KPIs and deadlines are met, and that effective systems are in place to monitor team performance.
- To lead the provision of an up-to-date information governance framework, including policies, procedures, guidance, expert advice and training in support of the university business agenda, risk mitigation and optimisation of information assets.
- To support the Deputy College Secretary in providing assurance on risk management processes across the university, particularly in relation to information and data governance, and to contribute to corporate strategic risk management.
