We are recruiting for a data analyst to work for Westmorland and Furness Council on a 6 month fixed term contract. You will either be based in Kendal or Penrith for the duration of the assignment.

The Transformation Transport Project Officer will reports to the Acting Senior Manager, Integrated School Transport Team.

**Background and Service Area description**
Cumbria Transport Operations Team (CTOT) and the Home to School Transport Team are currently a shared service across the Cumberland and Westmorland and Furness authorities.

These services and are in the process of disaggregating. This will enable a comprehensive transformation of services into an integrated home to school transport function across the Westmorland and Furness authority footprint.

CTOT
- Deliver in-house, cost-effective Home to School, SEND, PRU, Out of County, Adults Day Care Transport
- In-house operations to provide a more flexible, responsive service and raise the standards of provision in the sector.
- Transport some of the more challenging pupils (behaviour/medical)
- Provide an option where the market cannot, or an alternative to high-cost commercial prices.
- Utilise assets for the wider benefit of the Council - e.g., Hub transport during Covid; Transport for Children attending Council events in school holidays etc

Home to School Transport
- Commission - assessing entitlement, coordinating SEND transport requests, front facing customer service.
- Procure - efficient network, route planning, tendering, analysis, contract award, market engagement.
- Contracts manage - DBS clearance, operator self-declaration, safeguarding, training, finance.
- Policy development; demand management; stakeholder engagement and development

The team collectively enable daily transport solutions for:
 4036 students to mainstream establishments.

 445 students to SEND settings. Purpose of this post

The scale and complexity of the transport service provision requires an individual with strong analytical, project management skills to join the team to support the provision of data analysis and Policy integration. Key role specific accountabilities

1. Work with the project team to develop a children's transport demand forecasting model and framework agreeing associated methodologies and principles.

2. Conduct analysis of current portfolio of route performance and efficiency, identifying high-cost

low efficiency routes for targeted review and action planning.

3. Provide support to the H2S operational teams in developing effective route performance

action plans, tracking, and monitoring.

5. Work with the team to review the current SEND and mainstream offers aligned to statutory

policies, the latest government guidance and current discretionary spend.

6. Produce high quality analytical outputs and reporting to support Officer and Member reporting

and decision making.

7. Be proactive in identifying opportunities for improvement and/or simplification of processes,

sharing good practice across the programme.

Essential Criteria - Qualifications, knowledge, experience, and

expertise
- Ability to undertake research and analyse data, with excellent written/verbal communication.
- Excellent organisational and time management, ability to prioritise, plan and deliver objectives

within an agreed timeframe.
- Ability to manage own work and work as part of a project team, often working on multiple

tasks simultaneously.
- A high degree of computer literacy, including knowledge and experience of working with the

Microsoft Office Suite (Intermediate/expert - Microsoft Excel) and Corporate Applications
- Sound geographical knowledge of the Westmorland and Furness County footprint.
- Preferable, knowledge of public/children's transport

**Job working circumstances**
Emotional Demands
- May involve working on multiple and competing priorities at the same

time.
- Involvement in projects which may receive strong opinion and / or

opposition from those potentially affected.

Physical Demands
- Predominantly office based from one of the County offices, with

mínimal physical demands.

Working Conditions
- Predominantly office / home based but may be required to travel

around county to varied council (and potentially partner) offices / sites.

**About you**
- A data analyst with exceptional attention to detail and time management skills
- Excellent Excel knowledge - someone who knows how to extract data, create graphs, use formula etc
- Good geographical knowledge of Cumbria
- Be a driver and happy to travel to Penrith, Carlisle etc
- Ability to read policies and extract questions from it
- Be able to react quickly to changing demands
