This Strategic PMO Manager position is at the heart of the Strategy, Corporate Change and PMO team and a key role for Octavia, knitting together our key change priorities into oversight of a single Masterplan that Octavia's modernisation programme and BetterLives for All Strategy.

The Post holder will lead on the management of Octavia's strategic Portfolio Management Office (PMO), developing it into a mature and trusted function. They will play a key role in ensuring our improvement priorities stay aligned with our strategy, definingstandards of delivery across the change portfolio, informing investment decisions and keeping the Executive and Leadership team abreast of progress.

Within the Strategy, Corporate Change and PMO (SCCPMO) team they will work closely with the Assistant Director, deputising as needed, and with the PMO Co-ordinator ensure co-ordination across the strategy, policy, engagement, planning, value for money andservice improvement functions of the team.

**Responsibilities**
- Working closely with the Assistant Director of SCCPMO and leaders to develop and iterate Octavia's Masterplan and value for money (VFM) priorities as part of the annual budget and planning process, ensuring ongoing strategic alignment of the change portfolio
- Leading on regular reporting against the Masterplan and VFM Delivery Plan to Executive and relevant governance forums including maintaining and developing performance related visualisations to stimulate leadership engagement and escalate issues for timelyresolution
- Strengthening the PMO's assurance function including gateway reviews to ensure agreed standards of project and programme management are maintained across the master plan and that investment decisions are evidence-based
- Working with the Business Improvement Programme Managers to identify needs and help build change capability across the organisation
- Developing and maintaining a robust overview of dependencies and resourcing across masterplan delivery and with BAU, ensuring that these are factored into decisions on investment and scheduling
- Deputising for the AD SCCPMO, and act as PMO business partner for one of Octavia's directorates where required, providing operational resilience within the team; acting as an escalation point for PMO, masterplan, project and reporting queries
- Line managing and developing the PMO Coordinator in supporting the PMO and delivery across the wider team

This is a hybrid role with one day minimum in our Emily House office (W10 5BN) and the rest can be worked remotely.

Experience
- Proven experience of leading or working within a project, programme or portfolio management office function
- Proven experience of project or change management
- Proven experience of working with senior stakeholders on complex projects
- Experience creating and providing performance related data to a range of stakeholders and audiences in an easily digestible format.
- Experience in building change capability in an organization including developing relevant processes, tools and frameworks

Knowledge
- Understanding of strategic portfolio management, with the ability to add value at a strategic level and scrutinizing the detail of project delivery
- Strong understanding of project management and service improvement methodologies e.g. agile, waterfall, Six Sigma, Lean
- Excellent collaboration, influencing and interpersonal skills
- Ability to facilitate effective workshops and present to senior leaders with impact.
- Ability to provide insightful and visual reporting

Qualifications / Skills
- Project Management qualifications e.g. APM/Prince 2 is essential
- P3M3 or Portfolio Management qualifications would be an advantage
- Managing Successful Programmes would be an advantage
- Change Management and process improvement qualifications would be an advantage

**Benefits**

This position is paying £48,000 - £55,000 per year plus benefits including up to 10% employer pension contributions.
