This role leads the team that supports the end-to-end process for programme, project and place approvals and decision making. These approvals are made using the Five Case Model, which is applicable to policies, strategies, programmes and projects.

The role leads all stages of the process from project pipeline tracking through to progress reporting; through the provision of guidance, advice and support, which enable project managers to secure approvals in a timely manner. It will also be responsible for ensuring that approved project conditions, outputs and outcomes are monitored, adhered to and reported on.

This role is key to building confidence with DLUHC, the IPA and HMT in Homes England’s DMF to provide an effective and efficient means of governance, decision making and assurance.

The individual will lead a team of 3-4 people responsible for overseeing the process for approving at least £1bn per annum of government funding through project investment decisions.

**As a **Head of Business Case Governance**your main responsibilities would be**:

- Supporting the Company Secretary and Assistant Director Governance by working with the Head of Secretariat to provide an effective, efficient and value added service that supports the delivery of the objectives set out in the Strategic Plan and move towards a self-service model and personal accountability.
- Supporting the Company Secretary and Assistant Director Governance in developing and implementing new policy, process, guidance and frameworks and development of training offer and communications strategy line with relevant Government Functional Standards.
- Supporting the Company Secretary and Assistant Director Governance in engaging through the relevant committees with Executive and Non-Executive members to obtain feedback on the effectiveness and efficient operation of the process, using the lessons learnt to embed a process of continuous improvement.
- Developing and implementing an effective ongoing communications strategy to raise and maintain awareness of the business case approval process that leads to the active adoption and commitment to the Five Case Business Model approach by all project managers.
- Working with relevant colleagues across other functions in the development, testing and roll-out of new policy, procedures and practices that maximise the use of digital technology by exploiting the potential of the relevant projects under the Evolve Programme.
- Working with relevant senior colleagues across other functions to develop an effective, timely and digitally-led means of reporting on the Agency’s Single Pipeline of projects, informed by direct engagement with individual project managers and from the output from relevant approval forums.
- Leading the team in providing relevant and proportionate guidance and expert advice that supports project managers in the production of Project Concept papers, Strategic Outline Cases and Business Cases for consideration and approval at relevant internal and external committees.
- Leading and overseeing the effective and efficient operation of processes, procedures and practices undertaking regular compliance reviews and customer feedback as part of the continuous improvement process.

**You’ll have relevant Key skills, experience and knowledge in**:

- Degree level and/or relevant professional qualification (e.g. Project Manager, Accountant, Chartered Governance Professional, solicitor/barrister) or equivalent professional experience
- Public sector governance
- Strong interpersonal and stakeholder management skills
- As a flexible and adaptable leader with the ability to prioritise and be able to pivot quickly
- A property/regeneration/housing environment
