**Job summary**:
The role requires a detailed understanding of law enforcement’s response to serious and organised crime and the ability to deliver at pace in order to place intelligence and evidence, and in particular HUMINT, at the heart of NCA delivery.

**Job description**:
To manage and control all activities of a HUMINT collection team conducting CHIS handling operations aimed at obtaining information, intelligence evidence in support of National Crime Agency (NCA) activity against complex, serious and organised crime at national and international levels.

**Person specification**:
Oversee, plan, manage and co-ordinate the source recruitment and handling operations of a HUMINT Collection Team, and Agency Liaison Officers where appropriate, in accordance with Agency requirements, relevant UK (and where appropriate foreign national) legislation, authorities, agreements/permissions and Agency policies and procedures.

Undertake CHIS Controller duties in accordance with legislation, policy and procedures, dealing with registered and potential CHIS.

Manage quality assurance of pre-operational plans and briefings, tasking, debriefing, documentation.

Set and monitor operational performance and ensure that all operations have control measures in place including contingency plans and current risk assessments which conform to SOPs and that projects align with strategic objectives and comply with relevant control strategies.

Manage the security and accuracy of intelligence (both received and produced), maintaining confidentiality, sensitivity and a duty of care. Develop and maintain appropriate systems to secure the welfare, safety and protection of source handlers and CHIS and ensure quality control of Agency CHIS-derived HCT and ILO product (as appropriate).

Manage the effective use of finance and other resources regularly, monitoring activities to ensure that resources are used in line with SOPs, Agency priorities and best value.

Provide advice and knowledge to colleagues, partners and other individuals and agencies to support the achievement of Agency objectives and enable compliance with Agency policy.

Build effective internal and external partner relations and work collaboratively with stakeholders and external agencies.

Manage issues relating to the performance and conduct of officers in line with Agency values/policy.

Coach staff, and provide guidance on development.

Oversee Health and Safety and ensure risk assessments are effectively implemented in line with Agency policy and safety legislation.

**Qualifications**:

- The following qualifications/skills are essential to the role and proof will be required at interview:
- Trained CHIS Controller at Enhanced Level (former National Level 4) or other agency equivalent

- Experience of the supervision and management of Covert Human Intelligence Sources to support serious organised crime investigations in the UK and overseas.
- Ability to demonstrate a good understanding of the management of HUMINT covert investigation techniques and the legislation governing their use.
- Experience of operational risk management in high threat, time constrained environments.
- Experience of collaborating with external partners to integrate, coordinate and amplify the UK national response to Serious and organised crime
