**Job summary**:
The Government Property Agency is changing the way the Civil Service works and is at the forefront of Government's transformation agenda; reshaping the relationship civil servants have with their place of work. **Job description**:
The Head of Cost Assurance will be responsible for developing and leading the Cost Assurance function within Capital Projects.

They will be the Capital Projects interface with Commercial and Finance functions on project cost, and will develop and maintain a detailed cost assurance and cost control system.

Develop collaborative relationships with our cost management partners, to ensure all cost aspects are robust, and provide high levels of confidence and transparency.

Reporting to the Deputy Director, Portfolio Management, the Head of Cost Assurance will be responsible for:

- Leading on assurance of all construction cost aspects for Capital Projects.
- Leading on the development of cost assurance and cost reporting tools and processes for cost recording, reporting, and analysing standards, schedules and reports - including ‘Should Cost’ modelling and 5D CAD.
- Work with the Programme Management Office to develop, embed and continuously improve the way we produce cost analysis and reporting.
- Develop a cost estimating solution for all building types linked to BIM and 5D Cost Modelling.
- Monitoring performance and control functions for cost management, including the consistent use of applicable processes and procedures.
- Liaising with Commercial and Finance on project costs to ensure a coherent approach to project costing and alignment with project delivery.
- Develop and maintain with Finance the Portfolio Cost Forecast Summary to report on cost baseline versus cost forecast.
- Approval of fees and charges for professional services appointments with specific focus on assuring fees align with agreed scope and outputs.
- Support procurement processes to achieve best value by developing optimum delivery strategies into procurement plans and contract awards.
- Support contractors in maintaining transparency and data integrity to minimise risks of inaccurate information.
- Lead cost improvement actions to achieve value for money in tender cost /target price using all competitiveness levers, supporting negotiations and challenging the contributors.
- Lead collaborative work with Commercial to optimise financial costs and to improve overall viability of projects.
- Provide support for Business Cases, Investment Committee papers and Spending Review Bids.
- Work with professional services supply partners to develop and maintain a robust cost benchmarking database.
- Analysis and reporting on project/portfolio contingency, contingency spend and risk.
- Maintain oversight and provide regular updates on trends and key issues facing the construction sector market.
- Performance management of Cost Management supply partner.

**Person specification**:
Property Sector - Demonstrable experience of a wide range of Capital Investment related projects along with sound practical knowledge of construction methods and materials

Demonstrable experience in the interpretation and analysis of data to inform decision making, with particular reference to value analysis, product costing and cost modelling. Experience of QCRA techniques.

Customer - Influential in leading key stakeholders towards commercial solutions that give a balance of optimal commercial performance whilst delivering on business
