Hgss Highways Supervisor

**About the role**:
The highways supervisor role undertakes and records highways inspections, condition surveys, and quantifying works within budgets. Working with Network Management contributing to the Highways Asset Management Plan. They also produce programmes for longer term maintenance. The position holder responds to reports, complaints, service requests from customers, councillors, and other bodies, liaising with Communities and the public to promote understanding and cooperation. The supervisor will support the HGSS Manager with performance statistics and interpretation of trends to improve service delivery and customer satisfaction.

**About you**:
The position holder will have:

- Broad based experience of highways maintenance and construction works, methods and techniques and highways health & safety
- Experience of working within a Local Government environment
- Ability to effectively communicate with other staff, the public, Councillors and other customers, confidently dealing with potentially difficult situations of conflict and disagreement.
- Ability to manage and prioritise conflicting demands.
- Experience in scheduling and programming construction and maintenance works within time and budget constraints
- Knowledge of the standards and specifications for highway works, e.g. Highways Act 1980, Code of Practice for Highway Maintenance, method of measurement for roads and bridges, environmental regulations and legislation.

**What you will do**:
The position holder will:

- Effectively communicate with people at all levels both verbally and with particularly good written skills
- Carry out programmed and reactive inspections of the highway network, scheduling and programming construction and maintenance works within time and budget constraints.
- Supervise works on site and deputise for the works supervisor.
- Carry out enforcement and licensing tasks as required in relation to highways, environmental and other relevant legislation.
- Investigate and respond to 3rd Party Claims for damages against the Local Authority.
- Take part in the councils Out of Hours standby rota for winter gritting and emergency calls. When on standby you will be responsible for direct supervision of drivers and their health, safety and welfare.
