**Oxford Policy Management is looking for a Quantitative Impact Estimation (QIE) Principal Consultant to join OPM’s Global Research and Evidence Practice.**

The Research and Evidence Practice is a global team of MERL experts that seek to improve policies, programmes and service delivery in LMICs through strengthening the production and use of information and evidence and the systems and processes that supportit, and so contribute to the reduction of poverty and disadvantage at scale. We do this in collaboration with our Sector Practices (Health, Education, Poverty and Social Protection, Climate and Resilience and Governance). This approach offers high levels ofmethodological rigour in combination with deep thematic and contextual knowledge and expertise.

As a QIE Principal Consultant you will lead on the acquisition, design and delivery of quantitative impact evaluations involving experimental or quasi-experimental designs and analytical methods including: randomised control trials, propensity score matching,regression discontinuity, difference-in-differences, interrupted time series, and other econometric techniques for causality assessment. Your role will also include leading mixed-method evaluations, including supervising qualitative research studies and otherevaluation workstreams such as process evaluation and value-for-money.

In addition to leading on the implementation of impact evaluation projects, this role is expected to also lead new business generation, develop strong client relationships, and liaise with OPM’s Sector Practices with the aim of supporting their monitoringand evaluation strategies and work. Finally, the role is expected to lead internally on setting the company’s technical standards for QIE work, coordinate staff capacity building on QIE, and facilitate knowledge management of QIE resources.

**Key Responsibilities**
- **Lead the technical delivery** of design, analysis and reporting for monitoring and evaluation studies, impact evaluation projects, and mixed-methods research studies, including a range of different evaluation workstreams.
- **Lead on proposal development for new business**, including assessing suitability and feasibility of new opportunities, writing technical proposals, identifying experts and team members, and creating proposal budgets.
- **Lead on business development**, including shaping and driving the strategic direction and management of OPM’s impact evaluation offer. Working as part of the Research and Evidence practice leadership team, to develop and implement businessstrategy.
- **Manage a team** of quantitative data analysis specialists, working across the whole evaluation cycle.
- **Take responsibility** for meeting and supervising the team’s financial targets, including expected acquisition, revenue and profit targets.
- **Provide technical quality assurance**to impact evaluation projects and quantitative research studies being led by other teams in OPM.
- **Lead on knowledge management**by chairing the Quantitative Impact Evaluation (QIE) Technical Community of Practice (TCoP) that drives on QIE knowledge management, thought leadership and capacity development in OPM.
- **Maximise the impact of OPM’s work**through the delivery of high-quality impact evaluations that produce evidence that leads to meaningful change.
