The post-holder will support the Senior Procurement Officer and other Managers with all contracting, procurement issues in Adults and Wellbeing Service and Children’s and Young People’s Services, including options analysis, contract preparation, negotiation,and compliance to ensure commissioned services deliver improved outcomes for the population.

**Role Information**
- Pay Rate: £15.63 per hour
- Remote working with occasional visits to Halifax
- 37.5 hours per week, Monday - Friday

**Key Responsibilities**
- Prepare tender and contract documentation in liaison with staff from the Integrated Commissioning, Contracts and Quality Service, Corporate Procurement Officer and Legal Services.
- Manage the tendering process for services that will be commissioned by the Adults, and Children and Young People’s Directorates using the tender timeline; ensuring it accurately reflects the projected dates for completion of the project at all times. Includingorganising and attending regular (weekly/fortnightly) meetings with the Commissioning Officer to ensure the project remains on time and updating the tender timeline as required to record progress through the approval stages and the procurement.
- Provide advice and support to colleagues to ensure compliance with the Council’s Contract Procedure Rules, and to ensure all Directorate procurement activity complies with UK procurement legislation, namely Public Contracts Regulations 2015 (or subsequentlegislation) and S151.
- Attend and contribute to meetings in a contract compliance role with providers/contractors; maintaining strong working relationships, and also contributing to resolving disputes, and to assist with the documentation in cases of arbitration, with seniormanagers.
- Keep up to date with contract performance management information and in particular circumstances that change the performance of contracts and assist the Senior Procurement Officer in ensuring action is taken as appropriate to keep contractual performancecompliant with the Directorate’s commissioning intentions. 2
- Prepare reports, maintain records and assemble data updating IT records/ databases with provider and contract information as required and directed by the Senior Procurement Officer.
- Liaise with Commissioning Officers and Quality Officers about contract performance to enable informed decisions to be made about contracted services e.g. variation of contract or termination.
- Assist in the negotiation with providers/contractors through the mobilisation period and provide input into contract meetings to discuss performance issues that threaten the contracted service.
- Contribute to the writing and revision of contract documents, policies and procedures.
- Manage the continuous flow of unplanned daily activity relating to contracts and stream into work priorities.
- Deputise for the Senior Procurement Officer as required and undertake delegated duties as appropriate to ensure that work priorities of the team are achieved.
