The Mental Health team in the South West Region work across the 7 Integrated Care Systems to support delivery of the NHS Long Term Plan priority programmes including Adult Mental Health & community transformation, Dementia, Children & Young People, and IAPT.

The Head of Mental Health Programme Clinical will be responsible for supporting ICSs across the region to identify innovations, delivery and quality improvement in complex pathways of care through expertise in:

- Delivering priorities in a partnership environment
- Managing and motivating a team
- Developing effective clinical networks
- Change management and improvement science
- Programme and project management.

The post holder will bring together experts from mental health programmes ensuring effective links through to ICSs and local systems, including translation of funding opportunities and national asks to the mental health sector.

This role will support the development and delivery of ICS plans ensuring that mental health priorities are included and delivered by working closely with the Mental Health data quality lead to deliver data quality KPIs, with a focus on transformation as a key enabler.

Improving quality and outcomes
- To support the development, management, monitoring and implementation of the programme such that it meets the needs of the Stakeholders in terms of cost efficiency; realises the intended benefits; and complies with required governance
- To bring together leaders with Mental Health-specific focus and expertise across geographies.
- To work across Mental Health and Learning Disability and Autism sectors as required.
- To manage the planning, delivery and assurance of large-scale programmes of quality improvement which support Systems in achieving outcome ambitions for patients. This will require strong project and programme management skills
- To utilise specialist clinical knowledge and experience related to care models and improvement science to achieve step changes in quality across complex pathways and systems of care
- To lead, manage, and maintain credibility with all the key players within the Mental Health community, fostering a culture of collaboration for the delivery of equitable, high quality care. At times this will include acting as an ‘honest broker’ reconciling conflicting views and interests
- To keep abreast of national best practice, ensuring this is shared and widespread adoption secured through advanced influencing skills
- To foster and promote a culture of innovation, through working in collaboration and partners across the local health and social care system.
- To establish and maintain robust and systematic governance arrangements for improvement project activities
- To establish and maintain highly effective communication routes in line with the needs of the diverse range of stakeholder
- To understand, communicate and implement national policy through Mental Health activities.

Enabling patient and public involvement
- To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England
- Engage with people with lived experience in Mental Health, Learning disabilities and/or autism, to support decision making in the South West
- To ensure all public and patient contact with the office is of the highest professional standard
- To embed patient and public involvement within NHS England at all levels of decision making

Promoting equality and reducing inequalities
- To uphold organisational policies and principles on the promotion of equality
- To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action ensures we meet our duty to uphold and promote equality

Partnership and cross boundary working
- To establish and maintain effective and collaborative working relationships within the South West regional directorates, ensuring that patient experience is embedded within all NHS England activities and decision-making in the delivery of key strategic and operational goals
- To ensure links and collaboration between the varying mental health organisations where there are synergies in pathways and work priorities
- To engage and develop collaborations for quality improvement across whole health communities, for the realisation of equitable access to quality care and the achievement of outcome ambitions for all patients
