**Job Purpose**

ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles:

- prevention; early intervention; enablement and safeguarding. This will enable people,their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

The Deputy Home Manager is focused on supporting the day to day management of a residential home to ensure a safe and progressive environment for residents. In the absence of the Home Manager and as part of an on-call rota, this role will take on the responsibilitiesto ensure the home has the continuity of management to make residents feel protected in a familiar environment and support staff in line with CQC responsibilities.

An experienced supervisor in supporting and guiding teams, whilst monitoring processes and practices in residential homes to ensure exemplary practices are in place.

**Service/Functional Accountabilities**

Support the development of trusting relationships between employees and residents and support their holistic growth and development within the home and within the community.

Utilise Quality Assurance tools and methodologies to support day to day practice and ensure processes meet high standards expected and processes are robust.
Provide advice, support and guidance to staff to enable them to be confident in decision making, in line with CQC requirements.
Maintain knowledge of current legislative framework, regulations, policies and practice to be able to undertake the full range of Registered Manager duties, when required.
Responsible for managing and monitoring compliance with ECC financial and purchasing procedures to maintain budgetary control.
Develop and maintain expertise and skills in professional practice and management to deliver advice and support to staff.
Manage the links between the home and the local community, including education, employment and leisure facilities and take appropriate action to build and strengthen these links.
Responsible for ensuring the efficient running of the day to day functioning of the home to ensure it delivers high standards of support to adults that is outcome focused for residents.
Specific individual and shared targets and objectives are defined annually within the performance management framework.

**Skills, Knowledge and Experience**

Possesses RQF Level 5 Diploma in Management or Care or possesses RQF Level 3 in Management or Care and willing to work towards Level 5 (achieving this within 24 months of appointment to the role).
Evidence of continuing professional development and expert knowledge in relevant professional area.

Substantial experience in a residential setting with good management skills and the ability to motivate and support teams.
Knowledge and experience of implementing and monitoring effective quality assurance processes.
Excellent communication and effective listening skills.
A thorough knowledge of operational practice including safeguarding and experience of supporting people with disabilities.
Knowledge of how trauma affects behaviour and how recovery and progression can be supported.
Good leadership skills and behaviours with the ability to motivate a diverse team to achieve shared objectives.
