Sellick Partnership are currently looking to appoint a Buyer for our Public Sector client in Shrewsbury.

**Job Purpose for the Buyer**:

- Provide professional procurement advice, and support the department in the delivery of the procurement programme
- Strategically manage a proportion of non-pay expenditure
- To take lead responsibility for the delivery of strategic and operational procurement projects
- To deliver aspects of the departments work plan and participate in appropriate consortia
- Review non-pay spend and identify cost improvement initiatives in conjunction with end users, operational managers, procurement leads and deputy heads of procurement
- To work flexibly to meet the needs of the service

**Key responsibilities for the Buyer**:

- Support in the delivery a detailed work plan that has been agreed by Deputy Head of Procurement
- To research projects, prepare specifications, invite, evaluate, and activate quotations and tenders, negotiate and place orders and contracts in respect of purchasing activity
- To provide technical and professional procurement advice and quality information on purchasing issues, trends and expenditure to customers, managers, and staff
- To organise and manage product user groups and any associated product trials / research
- To build and manage commercial relations for a portfolio of suppliers.
- To develop and manage a supplier development programme aimed at identifying opportunities for joint working to drive greater efficiencies.
- To identify and manage procurement research projects that will deliver a benefit to the Trusts.
- To ensure the highest levels of customer care to both internal and external customers
- To manage relevant, electronic product catalogues, contract, and savings databases
- Prepare, disseminate, and distribute data for national, collaborative and network procurement activity
- Ensure compliance with the organisation's purchasing procedure manual and other relevant documents
- Review procurement and contracting methods to ensure the appropriate supply chain is being used
- Negotiate contracts that demonstrate value for money to customers and flexible outcomes, tailored to meet specific customer needs

**Person Specification for the Buyer**:

- Experience working in a procurement environment
- Basis understanding of purchasing and supply
- Strong negotiation skills
