**Programme Management Lead (Inside IR35)**

**Contract Term: 6 months**

**Contracting Authority: Cabinet Office**

As Delivery Manager, you will manage multiple agile projects, for a specific infrastructure-related product or transformation via a multi-disciplinary, highly skilled digital team. You’ll be adept at delivering complex technical projects, breaking down barriers for your team and both planning at a higher level and getting into the detail to make things happen when needed.

**As a Programme Management Lead, your main responsibilities will be**:

- Leading the programme support for the Functional Strategy and Delivery Team.
- Designing and establishing overall programme/project set-up and maintaining oversight for a programme on the future operating model for the Functions
- Working with the team to develop core project/programme documentation, define objectives, deliverables, milestones, interdependencies and risks.
- Acting as a central point of coordination to drive project delivery.
- Establishing stakeholder engagement plans and supporting the delivery of consultation forums to enable co-design and implementation of policies.
- Ensuring secretariat functions are fulfilled for project governance, including making sure meetings are planned effectively to get the most out of them, risks are flagged, and actions are properly owned and delivered.
- Designing and preparing regular project updates for a range of audiences across all grades including the CS Chief Operating Officer, Departmental Chief Operating Officers, Heads of Functions, their teams as well as the Civil Service Operations Board

**You’ll have relevant experience in**:

- ** Seeing the bigger picture**: use of strong analytical skills to support the development of strategies to progress the government’s highest priorities;
- ** Working together**: excellent interpersonal, influencing and negotiating skills, being able to establish and develop credibility and strong working relationships with stakeholders and peers across the Civil Service in functions and departments;
- ** Making effective decisions**: ability to find the best options by identifying trends, risks and implications whilst being alert to stakeholder needs in decision making.
- ** Delivering at pace**: experience in being resilient, with proven ability to work at pace in a complex multi-stakeholder environment, driving progress and building consensus.
- ** Experience of managing and overseeing organisational level programmes/projects** in the public or private sector.
- Experience in **establishing and controlling robust governance** **and reporting** arrangements for programmes/projects
- Experience of effective risk and issue management in programmes/projects
- Strong communication skills both oral and written, and confident to **communicate and build relationships at all levels**.**
