An exciting opportunity has arisen within The Princess Alexandra NHS Trust Income and Contracts team for a Contract Officer.

Do you have an interest in contracts and some analytics? Would you like to develop skills and experience in contract management? We are looking for someone who has a genuine interest in working with NHS income and financial data and contracts which also includes analysis of data challenges.

The Princess Alexandra Hospital NHS Foundation Trust provides a wide range of acute services and works closely with our community sector providers and across our Integrated Care System.

The Income and Contracts team is a central part of the Finance Directorate within PAH. Contract agreement for services and monitoring of activity and KPIs are a key part of ensuring the Trust is fully reimbursed for the services provided.

The Contract Officer plays a vital role in meeting National reporting needs for the acute activity for the Princess Alexandra NHS Trust and in validating that the correct income is received according to contracted activity levels and prices. Specifically, the post holder will complete validation of commissioner challenges for the Trust’s SLAM National Tariff Payment System process to ensure management of contracts they have agreed.

MS Excel and WORD is essential and QlikView knowledge is desirable; strong interpersonal skills is required for stakeholder multidisciplinary team.

Responsible for providing complex contract monitoring reports. Analysing highly complex areas for service review and service developments, quality improvements including the impact of proposed changes. The individual will assess the impacts of activity targets and quality standards, monitoring performance and preparing appropriate reports. Working closely with our BI and Information teams to support the ongoing work and development of changes required.

To provide in depth specialist knowledge of NHS National Contracting guidance and procedures and the contractual aspects of NHS legislation and NHS finance policies. The individual will also ensure their knowledge is kept up to date and aware of changes and be adaptable to changes in the contracting environment, including being responsible for improving the contract monitoring arrangements within the team.

Assist in the Monitoring of NTPS and non NTPS contract activity summarising the position for the relevant commissioning organisations within the agreed deadline dates and Timetables agreed, to ensure that the Trust is not financially penalised for late submission

Participate in the reconciliation of monthly activity, identifying variances from plan and raise and or investigate complex activity or costing queries within the agreed deadline dates. The individual will ensure that the Trust recovers all appropriate income and identify potential losses and communicate the possibility of these as early as possible

Undertake complex and sensitive contract negotiations and also the management of a portfolio of Contracts. Produce schedules for patient care activity, in accordance with national guidance and the standard contracts for acute Trusts.

Participate in the negotiation and monitoring of complex high-level contracts securing optimum income during the negotiation stage and ensuring that monitoring is accurate and timely so that income recovery is maintained. This will also include within the post holder portfolio Provider to Provider Contracts and management of these.

Anticipate and monitor excess contractual activity where appropriate. Investigating complex and sensitive commissioner challenges to Trust reports and obtaining agreement and payment from commissioners via monthly reconciliation process for procedures to be performed, so that the Trust avoids financial penalty.

Monitor Trust staff compliance with contract requirements (including exclusions and other locally agreed contractual conditions).

Establish and maintain systems to monitor contractual quality initiatives ensuring they are reported to meet deadlines so that the Trust secures maximum in
