A new and exciting opportunity has arisen to join a Cancer Programme team overseeing and delivering a high profile, whole system programme and strategy of transforming cancer services for the whole county.

The postholder will be responsible for programme management and delivery of a specific portfolio cancer project and other associated responsibilities, and support the Deputy Cancer Programme Manager by contributing to delivery of the overarching Cancer strategy and transformation programme and its outcomes. The postholder will also be responsible for dealing with any commissioning responsibilities and queries that relate to that portfolio of cancer services.

The large-scale programme of transforming Cancer services means working with and involving a wide range of partners across the health and social care economy. Working collaboratively with these system partners, your leadership approach should demonstrate the principles of ‘system first’, where compassion, inclusion, collaboration and values-based approaches to care is the goal. The Cancer team takes responsibility for successful and timely delivery of the overarching Cancer strategy and transformation programme, including a number of component sub-projects all linked to cancer.

The postholder will work as part of a newly established team dedicated to delivering an exciting, and high profile programme of transforming cancer services. You will be skilled in project management approaches, working with multiple stakeholders and partners, utilising the standard approach to Programme Management to deliver agreed key outcomes and objectives across a range of transformational programmes and projects, as well as taking on commissioning responsibilities for a portfolio of assigned cancer services. The role may also include line management of a Project Support Officer.

This is a 12-month fixed-term post within Shropshire, Telford & Wrekin (STW) ICB, or a secondment opportunity for existing NHS employees.

STW have been awarded funding to deliver this transformational programme of cancer service, and so as part of this programme, you will also work closely with leaders from STW ICB and the West Midlands Cancer Alliance, develop and deliver a whole system approach to plan and deliver a systemised programme that will improve health outcomes and reduce inequalities for cancer services.

NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money.

We are part of Shropshire Telford and Wrekin Integrated Care System. This means we work closely with our partner organisations across the county, such as the two local authorities, the 51 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services.

Working closely together, in a more joined-up way, means we can have closer links to our patients so we can develop more personalised local services which will improve the lives of our residents and reduce inequalities.

Statement of Job Purpose
- To ensure full clinical engagement is used to maximise commissioning and service redesign opportunities regardless of organisational boundaries.
- To actively support the Deputy Cancer Programme Manager and other colleagues to deliver NHS STW’s strategy and operational plans.
- To support the development of NHS STW and wider-system operational delivery plans for the relevant area of responsibility, developing an annual delivery plan and take responsibility for delivering the changes and targets within it.
- To lead the implementation of a programme approach to service redesign and commissioning in order to deliver high quality services in all care settings, ensuring that commissioning is consistent with national policy, local need and strategic priorities.
- To be responsible for leading and managing specific projects/initiatives within NHS STW and partner organisations, ensuring effective and timely implementation of programme outcomes and service benefits.
- To take responsibility for translating programme and commissioning changes into business cases for review and approval by NHS STW.
