**Head of Safety and Compliance**

The Great Central Railway is a unique heritage asset, situated in the heart of the country. Largely run by volunteers, operating the only double track main line steam railway in the country, we exist to educate, entertain and to add value to the communities we are part of.

We are looking for an experienced and energetic health and safety professional to lead and deliver change in the way that we manage safety. This exciting new post will be accountable for ensuring that safe working practices and systems are in place to ensure the safety of our staff, visitors, neighbours, assets and reputation.

**Roles and Responsibilities**

**Job Summary**:
Reporting to the General Manager, the Head of Safety & Compliance is accountable for ensuring that safe working practices and systems are in place to ensure the safety of our staff, visitors, neighbours, assets and reputation. The post is responsible for ensuring that the Safety Management System (SMS) and associated policies are fit for purpose, effectively implemented across the organisation, and regularly reviewed and audited, meeting the necessary requirements to achieve regulatory compliance.

**1. Key tasks and Responsibilities**:

- The Professional Head of Health & Safety for the railway, responsible for railway operational, engineering and conventional health, safety and environmental policies, audit and compliance.
- Support the development of the strategic business plan with particular regards to safety and environmental initiatives, projects and targets.
- Ensure the GCR SMS meets the organisation’s statutory health, safety and environmental responsibilities.
- Build and lead a Safety & Compliance Team, predominantly using volunteer resource.
- The lead contact with key external bodies such as the ORR, RAIB and other safety and other statutory stakeholders.
- Lead the completion of rail operating certificate submissions to ORR and other stakeholders.
- Development and implementation of health, safety, and environmental systems that comply to ROGS requirements and achieve improving standards when judged against RM3 criteria.
- Working closely with department heads, ensure risk assessments and other necessary arrangements are in place and regularly reviewed for all safety related activity and tasks.
- Develop and maintain a company risk register, with a process designed to involve, engage and promote ownership from departmental heads. Periodic reporting to the Executive

Leadership Team and GCR Board.
- Ensure that processes are in place to ensure that all staff are properly assessed before being allowed to undertake any safety critical work, and that competence is maintained through monitoring and continuous competence assessment.
- Provision of an effective safety monitoring and control regime including programmes of visits, inspections, spot checks and audits, prioritising high risk activities.
- Responsible for ensuring that all accidents, incidents, or potential incidents have been properly recorded, investigated and, where appropriate, lessons learned and implemented.
- Responsible for safe operating standards and methods of working for GCR train operations and staff.
- Develop an Environmental and Ecological Protection Policy to ensure that the way we maintain the natural habitats on the railway is in line with best practice.
- Ensure that food safety requirements for our catering activities are compliant with legislative requirements and best practice.
- Work with all departments, including staff safety representatives, to develop and maintain a positive safety culture.
- Actively promote equality of opportunity, and the development of a diverse workforce that reflects the communities we serve.
- Rostered executive on-call responsibilities, and weekend working.
- As part of the Executive Leadership team, be a visible champion for the railway.

**THIS IS A KEY SAFETY ROLE AND THE POSTHOLDER IS REQUIRED TO CARRY**

**2. Challenges**:

- A recent accident involving a passenger falling from a train that had slightly overshot a station platform has put the effectiveness of the GCR SMS into sharp focus. A thorough review of the existing Safety Management System and associated documents has been commenced and will need to be continued by the new Head of Safety & Compliance.
- A new process for auditing management arrangements against the SMS is required.
- Support for department heads will be needed to ensure a culture of risk assessing activities is developed.
- Heritage Operations Processing System (HOPS) is currently being introduced to support business processes for communication, rostering, competence and asset management. This will form a key element of the safety compliance architecture for the organisation.
