Head of Operational Excellence

**Job Purpose**
Reporting to the Director of Business Change and working in collaboration with fellow Heads of Service within the Transformation team, and key stakeholders across the University, the Head of Operational Excellence will lead a portfolio of projects that improve our staff and student experience by embedding continuous improvement practices across the institution, aligned to the Services Strategy. The first area of focus is on our Onboarding teams and processes.
Utilising their wealth of experience embedding improvement techniques such as Lean principles, problem-solving, visual management, and metrics management, they will transfer capability to our service leaders and support a culture of improvement. The role holder will be a natural coach, leading and inspiring our service leaders to adopt operational excellence principles and practices in their respective areas.
**Main Duties and Responsibilities**
Lead large-scale and/or multiple operational excellence improvement projects across the Onboarding journey at the University, from inception to completion ensuring that project plans, budgets and resources are in place.
Oversee project implementation and evaluation in the delivery of continuous business improvements through innovative and sustainable solutions, and by supporting local management teams in building and supporting an improvement culture and capability.
Lead cross-functional teams, in a matrix management structure, on a range of improvement projects of ensuring effective deployment of resources.
Create and embed Operational Excellence capability within the Business Change team, aligned to the delivery of the Transformation portfolio. Creating the operating model for Operational Excellence within Transformation to work hand in hand with Process Improvement, Automation, Service Design and Academic Design.
Design and oversee the delivery of relevant training and development to the wider University community to build capability approach and practices, ensuring those involved in the coaching are fully equipped to continue to improve their service and our student or staff experience.
Where necessary engage and build relationships with operational excellence training providers to gain access and keep ahead of any developing thinking relative to Higher Education Institutions and their practice.
Design a suitable framework for the identification of recommended areas for operational excellence capability building and in consultation with the Director of Business Change, present these recommendations to the Transformation Board for approval. This will involve understanding, influencing, and coaching a range of colleagues at all levels

**Essential**
A1 Ability to demonstrate the necessary strategic competencies required to undertake the duties associated with this level of post having acquired the necessary professional knowledge and leadership experience in a similar or number of different specialist roles. Or: Scottish Credit and Qualification Framework level 9,10 or 11 (Ordinary/Honours Degree, Post Graduate Qualification), or equivalent, including being professionally qualified in relevant discipline, with a broad range of professional leadership experience in strategically important specialist areas.
A2 Highly developed knowledge and understanding of operational excellence and change management methodologies.
A3 Demonstrable knowledge and understanding of embedding service excellence and improvement projects in complex environments.
**Desirable**
B1 Relevant Technical/Professional Process Improvement Qualifications (e.g. Operational Excellence/Lean/Sigma Accreditation)
B2 Strong understanding of Higher Education organisations, purpose, infrastructure.
