Risk and Issue Specialist (Inside IR35)

Contract Term: March 2023 (possibility of extension)

Contracting Authority: The Cabinet Office

Location: Hybrid Working (three days per week office based - Bristol)

**Job Purpose**:
The role is within the Cabinet Office Digital directorate which provides, maintains and supports the IT services (hosted and public cloud IT infrastructure, telephony, network security, internet connectivity, local area networks, WiFi, end-user devices, cloud capability and full software portfolio) relied upon by the entire Cabinet Office. Our user base of over ten thousand includes the Cabinet Office, Crown Commercial Services, Government Property Agency and a number of Ministers.

Cabinet Office Digital is conducting a broad technology transformation programme valued at over £50 million to build a new secure, modern and flexible OFFICIAL IT platform for over 10,000 personnel.

As a Programme Risk and Issue Specialist you will proactively manage risks and issues facing the programme by co-ordinating the consistent identification, documentation, monitoring and reporting of risks and issues. You will support the relevant risk or issue owners to identify and develop appropriate mitigation plans and escalate to the next level of management where appropriate.

**As a Programme Risk and Issue Specialist, your main responsibilities would be**:

- Maintaining the Risk Management Strategy and plans for effective Risk Management in accordance with best practice, Departmental policy and the complexity of the change programme.
- Ensuring compliance with, and plan the continuous improvement of, PD Risk and Issues strategies(y), processes and procedures within change initiatives or sub-organisation(s).
- Provision of effective and efficient advice on PD Risks and Issues to Project/Programme Managers and senior leaders.
- Develop a programme of regular risk and issue reviews with key stakeholders.
- Point of professional knowledge and expertise on PD Risk and Issue Management for the programme. Supports the business in identifying appropriate strategies for dealing with Risk and Issues.
- Responsible for facilitating the identification, analysis and monitoring of PD Risks and Issues. Plans the periodic reporting of risk and ad-hoc PD Risk and Issues reports to meet changing customer demands.
- Undertakes qualitative and quantitative risk analysis, as required by Governance bodies.
- Establish and maintain the Risk, Issues and Assumptions database and register(s) for the programme.

**You’ll have relevant experience in**:

- Detailed knowledge and significant practical experience of risk and issues management
- Proven risk & issue management ability to systematically identify and monitor risks & issues and maintain risk registers.
- Experience in understanding and governance, frameworks and methodologies to clearly define roles, responsibilities and accountabilities and support approval routes appropriate to each stage of the project to monitor project progress and compliance Enable a consistent and efficient approach to delivery at all stages of the project lifecycle.
- Significant experience of stakeholder engagement and the ability to systematically identify, analyse and communicate with stakeholders, using appropriate channels, to ensure all those impacted by the change are engaged, taking account of their levels of influence and particular interests.
- Experience of change control and the ability to understand protocols to manage and document all requests that alter the scope of a project, including, the capture and evaluation of any requests.
- Experience of analysing management information; identifying patterns or themes and extracting the key data to provide valuable intelligence and insights for senior management.
- Demonstrable experience of making effective decisions using data and or insights as supporting evidence.

**Desirable**:

- Experience of supporting complex projects in a fast paced, multi-disciplinary agile and/or digital environment.
- Demonstrable knowledge of the public sector and government processes.
- A recognised project or programme management qualification (e.g. APM, Prince2, MSP etc.)
