**Maintenance Officer - Building and Procurement - Belfast - Temporary Contract**

**Main purpose of job**

To be responsible to the Property Officer (Building and Procurement) for:

- assisting in the planning and programme management of a range of building projects;
- participating in condition surveys and assisting in developing planned maintenance schedules and programmes;
- assisting in the coordination, prioritisation and delivery of procurement exercises in line with unit priorities; and
- assisting in the implementation of quality assurance processes across the whole range of the unit’s work.
- **Summary of responsibilities and personal duties**

1. To carry out all assigned duties so as to ensure optimal performance and the achievement of the unit's financial and operational targets.

2. To represent the Property Officer (Building and Procurement) as required within the post-holder's sphere of responsibility.

3. To assist in the development and management of processes, systems, and documentation for use in condition surveys and monitoring of planned maintenance programmes of all types at all council locations, in the monitoring of associated budgets and in updating property management software as appropriate.

4. To carry out measured-term, tender and quotation exercises as directed by the Property Officer (Building and Procurement), in line with agreed unit priorities and timescales.

5. To assist in the development and review of effective procurement processes and procedures, and to ensure that these are properly and consistently deployed.

6. To assist in the deployment, implementation and maintenance of an integrated information management system incorporating planned maintenance, condition surveys, compliance issues, project management and procurement and for the production of associated summaries and reports.

7. To assist in the deployment and management of appropriate processes, systems and documentation in respect of pre and post-inspections.

8. To assist in the preparation of contractual documentation and in the evaluation of tenders and quotations.

9. To assist in the supervision and administration of external sub-contractors as required, and in the processing of claims for payment in liaison with the Property Officer (QS).

10. To carry out condition surveys of the council’s property as required, including the use of all ICT hardware and software supplied.

11. To provide technical support and advice in respect of existing and proposed structures, installations, infrastructure and related equipment, and to assist in the production of feasibility reports or cost estimates on fabric issues as required, in liaison with the Property Officer (Quantity Surveying).

12. To assist in the use, maintenance, control and development of the various information systems used within the section including a central CAD document depository in respect of all council properties, and to provide ad hoc reports to management as required and to ensure the timeliness and accuracy of input data.

13. To assist or provide cover for the Maintenance Officers (Fabric) as dictated by operational demand and priorities.

14. To implement quality-assurance processes in respect of building and procurement work.

15. To assist as required in the compilation of Building Log Books.

16. To represent the section on corporate groups, and to participate in working groups, project teams and other ad hoc groupings as directed by the Property Maintenance Manager.

17. To motivate and manage any staff, that may be assigned, to the post holder to ensure effective service delivery and to be responsible for reviewing and implementing a proper staff training and development programme.

18. To participate in all induction and in-service training provided by Belfast City Council and in the induction and support of all newly appointed staff and other human resource management policies and procedures, as appropriate, including, absence management, disciplinary and grievance procedure.

19. To participate as directed in the council’s recruitment and selection procedures.

20. To act in accordance with the council and departmental policies and procedures including customer care, equal opportunities, health and safety, safeguarding and any pertinent legislation.

21. To undertake the duties in such a way as to enhance and protect the reputation and public profile of the council.

22. To undertake any other relevant duties as directed by the Property Officer (Building and Procurement).
