We are currently supporting Barnardo’s in the recruitment of a Director of Centre of Expertise for Black and Asian Children and Young People.

**Introduction**

Systemic, structural racism across the UK means that children and young people from Black and Asian groups have on average, consistently worse outcomes than their white peers. While belonging to a particular ethnic group does not inevitably result in disadvantage,research indicates that these children and young people are more likely to: experience poverty, have poorer educational outcomes, be excluded from school, be unemployed and come into contact with the criminal justice system.

Barnardo’s as the UK’s oldest and largest national children’s charity is committed towards improving outcomes for these children and young people. Last year, we worked with 358,800 service users, 19% of whom were from Black and Asian groups, a number whichwill increase in 2020/21 following our establishment of a dedicated helpline for young people and families from Black and Asian communities impacted by covid-19. We recognise that removing systemic inequalities and structural racism requires a concerted effortby the ecosystems children and young people interface with. Therefore, change can only be achieved through working in partnership with organisations equally committed to ending inequalities and disparities in outcomes for children and young people from Blackand Asian groups.

To achieve this Barnardo’s is establishing (in partnership with relevant organisations) a Centre of Expertise focused on improving outcomes for children from Black and Asian groups. The Centre will inform and improve policy and practice at local and nationallevels by identifying, generating, and sharing high quality evidence on what works to improve outcomes and life opportunities for Black and Asian children and young people living in the UK.

**Objectives of the Centre**

The Centre will take a partnership approach to its work will have digital transformation, innovation, and agility at its core; be collaborative particularly with charities centred around those who are Black and Asian; and be driven by the voice and influenceof children and young people. The Centre’s work will be developed on these four key pillars:

- Research, Policy and Advocacy
- Professional Development
- Practice Improvement and knowledge exchange
- Co-Production with a wide network of partners and working with the Voice and Influence of CYP (Children and Young People)

**The Centre aims to directly reach**:

- 300+ Black and Asian children through direct involvement in Practice Development Sites, Action Research and co-production of resources and training
- 6,000+ child-facing professionals, receiving best practice training in relation to Black and Asian children
- 18,000+ child-facing professionals, accessing co-produced, innovative, targeted best practice resources through the Central Repository

Secondary beneficiaries will be tens of thousands of Black and Asian CYP, their families and the professionals who support them. Voice & Influence, Policy and Social Work, will dismantle unequal systems, increasing levels of shared Equity, Diversity, andInclusion, potentially benefiting the wider 4.2m population of young people in the UK from Black and Asian backgrounds.

**As the Director, Centre of Excellence, you will**:

- Have a high attuned knowledge and awareness of the issues that impact on Black and Asian children and young people in the UK
- Be well connected to and be skilled in developing effective connections with relevant networks and organisations, bringing established networks and relationships into the sector
- Be a highly motivated and enthusiastic individual who views ending structural racism and structural inequalities as a value and not just an activity. You will have a lived experience or sound awareness of how structural inequalities and racism

**The successful Director, Centre of Excellence will be responsible**:

- To set up, deliver, lead and manage the Centre, ensuring all deliverables are achieved as set out in the mobilisation and delivery plan and any subsequent targets as agreed with Barnardo’s senior leadership.
- To be an active, effective and accountable Corporate Leader, exhibiting strong corporate leadership, leading by example and upholding the principles of the Leadership and Management Behaviours.

This role has a UK-wide remit, although it's primarily home based, you will be required to undertake some travel across UK, including London. This role will also require occasional overnight stay (as and when required).
