**Summary of Role**
- The Capital Projects Department provides a service to the Trust that ranges from - Estates Strategic Planning, Refurbishments, New Builds, Estates projects and Minor Capital works as well as ongoing planning of future Capital developments in line with theTrust Clinical and Estates Strategy.
- The Senior Compliance Inspector will be responsible for the inspection of all Capital projects across all sites to ensure compliance with technical specifications and safety requirements. Inspections includes the approval of design documentation from stage2 RIBA to handover and defects liability periods.
- Deliver a monthly written/published report and record a daily diary of all works across the ESHT Estate. This information is to be used to show compliance with all the ESHT policies and processes together with compliance with legislative documents.
- Be a pivotal stakeholder in the planning, monitoring, and controlling of all aspects of major deliveries across the site that may have cause to affect clinical service delivery or staff and visitor movements. Utilising those skills and knowledge to coordinateotherwise unrelated to projects with differing suppliers.
- Producing project documentation including progress reporting, specific project documentation, highlight and checkpoint progress reports, quality assurance reports, and risk/issue management logs related to their schemes.
- Producing highly complex technical specification and information from feasibility to detailed design stages where required. Inspect construction related works and ensure that they are carried out in accordance with best practice, legislation, drawings,and specifications. Measure and sample building materials or systems to check quality, identify defects and suggest ways to correct.
- Taking the formal roles described under various forms of contract (NEC JCT), that specifically interlink with this job description, under both delivery and design stages.
- Managing the relationship with external suppliers to define and agree business needs, objectives and system requirements and any interfaces with the operational Hospital staff, ensuring the scheme delivers the agreed output specification and commissioners/users’requirements.
- Liaison, guidance and management of the Trust’s internal Capital Project Management Team (interim and substantive) and external consultants in respect of the core objectives of this role.

**Duties**
- Ensure compliance with Capital Project process and prescriptive statutory regulations to support the project team in delivery of the capital program, including charity funded projects, taking day to day responsibility for successful delivery of the programmework within time, cost and quality.
- Planning, organising, recruiting as appropriate, to deliver the programmes within the Trust’s governance structure and its adopted management and operating policies.
- Ensuring that appropriate project management documentation is developed and maintained as the basis for progression of activities and that people, including a range of external contractors are held to account.
- Developing and refining the governance framework for the project as they evolve with robust reporting systems in place to the relevant Project Board and Executive Management Team.
- Developing and maintaining a comprehensive framework for Management and reporting of risks and issues.
- Coordinating the project with other Trust projects and general operational activity and ensuring that momentum is maintained.
- Ensuring that the project is delivered within the cost, time and quality parameters set by the relevant Board Committees.
- Developing and refining reporting processes which are able to provide a clear presentation of programme, cost and quality status, along with the status of relevant risks and issues for direction / agreement as appropriate.
- Overseeing robust arrangements are in place for the on-going service delivery whilst any new development of new or refurbishment is underway so that patients and members of the public are protected throughout the development process and the Trust maintainsits service positioning and improves market share.
- The post holder will have delegated responsibility for the delivery of a number of projects to cover all stages as set out in the Capital Investment Manual.
- They will plan, organise and lead on a broad range of complex activities associated with the development of a capital project from feasibility through to post project evaluation and carefully plan the multi stranded elements of each project and inter-relatedprojects.
- The post holder will be responsible for and lead on meetings with the client representative to discuss the objective of the project and to offer professional advice on the development process for capital projects. The meeting will also discuss the clientexpectations with regard to time scale and likely funding source.
- To provide advice on DOH and internal Trust procurement procedures that must be followed and will include the involvement of departmental design guidance.
