**Senior Project Manager - Local Audit Policy Coordination and Response**

This organisation are seeking senior project management support to support their role as a convenor to the whole local audit system
The roles will provide project management and policy, thought leadership in support of the responsibilities of the Executive Director of Supervision and the Director of Local Audit which include:

- Providing a coherent and coordinated policy response to the challenges arising across the local audit system; and
- Working with stakeholders across the local audit system to lead discussions, commission work and monitor progress on the delivery of the measures agreed

**Key duties -**
- Supporting the Director of Local Audit in defining policy, both for new and existing areas of issues and challenges across the local audit system.
- Supporting the Director of Local Audit in articulating policy priorities and recommendations as shadow system leader.
- Supporting the Director and Deputy Director of Local Audit to build strong relationship with stakeholders across the local audit system to understand whole system risk, emerging issues and proposed policy solutions and recommendations. This will also involveattendance at networks, creating reference or working groups to test out responses to system wide issues and challenges.
- Take a project lead to ensure there is a comprehensive process to generate, drive and oversee an integrated response to challenges which arise across the system or where improvements could be made.
- Work collaboratively with DLUHC, DHSC and NHS England to understand the policy framework for local government and NHS financial reporting, governance and audit, perform horizon scanning and co-develop policy development and recommendations which considerscale, impact, risks, unintended consequences and ensure long-term sustainable culture change.
- Take a project lead to stay abreast of and ensure the organisation can adequately support and contribute to work underway or commissioned to members of the Local Audit Liaison Committee, for example CIPFA, NAO, ICAEW and PSAA.
- Ensure that there are appropriate agreements and gateways for the body to receive timely and high-quality information, intelligence and data required to investigate the root causes of challenges across local audit and to produce targeted and meaningfulreports on local audit.
- Providing policy support, analysis and briefings to the Executive Director of Supervision and Director of Local Audit ahead of Liaison Committee meetings and where required to give evidence to the Public Accounts Committee and departmental select committeeson matters related to local audit.
- Drafting responses to government and other external consultation documents related to local audit matters.

**The person -**

You may be a Senior Manager or above in a professional services firm (local audit although useful is not essential if you can demonstrate you understand market challenges), or a senior policy professional with knowledge of local audit from a professional body,regulator, or central government. Or you may be in a senior financial reporting and governance role from an organisation that falls within the local audit client group.
**In addition -**
- Knowledge and understanding of the audit regulatory environment and the issues facing audit in general in the UK.
- Knowledge and understanding of the local audit framework and the system issues and challenges facing local audit in England.
- Appreciation of commercial, regulatory, and other external influences on the local audit market
- Experience of working with regulatory and/or government departments on policy responses to issues and challenges that impact on multiple stakeholders.
