**Job summary**:
The Head of Estates is responsible for the safe, reliable, and sustainable operation of the GCHQ estates. This encompasses the provision of both soft services (catering, cleaning, etc.) and hard services (maintenance of plant and equipment). They need to ensure effective arrangements are in place to manage both day to day operational issues and to plan for the future needs of the organisation which are guided by the mission (Vision 2025) and the Department’s commitment to an inclusive working environment. The long timescales for acquiring new facilities mean that a long-term vision for the development of the estate is required to guide planning and investment.
**Job description**:
You will lead the Estates team across both FTEs and contractors, encompassing a range of Subject Matter Experts who are geographically dispersed. This includes acting as a visible leader with a strong focus on building the leadership team within Estates, developing a diverse and inclusive workforce, and role modelling leadership behaviours in accordance with GCHQ Values.
You will also act as GCHQ’s Responsible Person for building safety, including fire prevention, working closely with UKIC Safety and Site OICs, and reporting on a quarterly basis to Department’s Safety Health and Wellbeing Board on building safety risks and issues.
At a more strategic level, you will review and update the long-term Vision for the GCHQ estate for the next decade and its alignment with the UKIC Workforce and Estates strategy, translating the longer-term strategy into an annual plan for the Department.
Day to day, you will oversee operational management of GCHQ’s estate, including out of hours support; the Estates team provide a 24/7, 365 days per year service. Delivery of service is principally through external supplier agreements, and the Head of Estates has a key role in managing the strategic relationship with the suppliers so that they are productive and mutually beneficial.
As Head of Estates, you will shape the Estates Main Business Unit (MBU), so that it can effectively support the operation of the three-hub model and implement new service arrangements that reflect the new operating arrangements including pivoting the Estates team to provide a significant proportion of its services from the North-West hub.
As a member of the wider DGS management community, you will support delivery of the DGS Business plan and act as a role model of GCHQ values.
