**Job summary**:
The Health and Safety Executive (HSE) has statutory responsibilities in the regulation of land based major hazards, some of which are delivered by the Major Hazards Risk Assessment Unit. The Unit is responsible for contributing to the regulation of land based major hazard sites, with a focus on assessing major hazard risks. Working with other parts of Government, including Scotland and Wales we deliver statutory advice on development around existing major hazard installations and major accident hazard pipelines to local authorities, operators, developers and the public at large while providing statutory advice on plans to develop new businesses holding significant quantities of flammable or toxic substances.

Maintaining public safety assurance in the land use planning system in relation to major hazards is central to the activities of the unit. Our advice helps to prevent major accidents, and if they were to occur to mitigate the consequences. The Unit undertakes these statutory activities on over 3000 major hazard land-based installations (including pipelines) under the following provisions:

- Hazardous Substances Consents (HSC) Regulations 2015, which relate to considering whether the presence of a significant quantity of hazardous substance is acceptable in a given location.
- Control of Major Accident Hazard Regulations 2015 (COMAH).
- The Pipelines Safety Regulations 1996.
- The Town and Country Planning (Development Management Procedure) (England) Order 2015, which covers development control around major hazard sites.

**Job description**:

- Support HSE programmes through the development and delivery of methods and standards for the quantified assessment of risks from dangerous substances (including flammables, overpressures, toxic substances etc.);
- Undertake technical risk analysis and including the assessment of COMAH safety reports. You will also undertake assessments of Hazardous Substances Consents, to produce 3 Zone Maps and provide advice for LUP Applications;
- Provide advice on the risks arising from land based major hazard installations and pipelines to a range of stakeholders, including industry, local planning authorities and other government departments;
- Represent HSE at LUP appeals and inquiries and at technical gatherings of fellow professionals and other stakeholders;
- Maintain technical policy topics, related methodologies, hazard assessment or quantified risk assessment tools, and supporting guidance;
- Commission science and oversee its delivery.

Part time working hours are available for this role. We can accept part time applicants who can commit to working a minimum of 30 hours per week.

We are looking for specialists who can, under challenge, think strategically, identify underlying core issues, and engage at different levels both with colleagues, site technical staff and at the most senior levels within an organisation. You will be focussed and able to influence those organisations to bring about improvements

It should be noted that this role is not related to conventional Health and Safety such as work at height, slips, trips and falls, permit to work, health surveillance etc., but it is concerned with the hazards created by the storage and processing of dangerous substances.
