Your new role STAFF OFFICER ACCOUNTANT
Main Responsibilities:
The key responsibilities of the role are to:
Estimates
- Prepare Main Estimates and Spring Supplementary Estimates and Vote on Account for DE and associated briefing, ensuring that queries from DoF, Senior Management/Minister are dealt with promptly. Manage and monitor the In Year Departmental Budget
- To Manage the In-year budget process including:

- Ensure that Monitoring Rounds are commissioned within DE and that advice is provided to enable decisions to be taken on a timely matter and that the outcome of each Round is clearly communicated.
- Co-ordinate and review monthly out turn and forecast out turn returns for submission to the G7 and ensure that DoF deadlines are met.
- To contribute to the preparation of Provisional and Final Out turn Expenditure information for notification to DoF by due dates. Future Years Budget
- Assist with the internal process to determine the resources required for DE in the next budget period
- Contribute to the provision of accurate information to Senior Management to enable the Minister/Perm Sec to allocate their budget within the draft/final budget outcome.
- Assist with the draft budget consultation process.
- Assist with the accurate and timely allocation of all Opening budgets. Provide financial information for senior management and budget holders
*Responsible for ensuring all input is gathered from the relevant branches for the Board report and reviewing the draft report for accuracy and completeness; and
- Draft responses to AQs, COR cases, Committee enquiries and FOI requests and ensure that agreed timescales are met. General Duties
- Deal with queries and requests for assistance from other branches and Departments in a timely manner, providing accurate and relevant information.
- Review opportunities to ensure optimal use of the finance system and supporting spreadsheets; and
- Ensure that budgeting team procedures are documented and maintained.
Have successfully passed the final professional examinations and be a full, current member of one of the professional bodies detailed below:
(a) Chartered Accountants Ireland; (b) The Institute of Chartered Accountants in Scotland; (c) The Institute of Chartered Accountants in England and Wales; (d) The Chartered Institute of Management Accountants; (e) The Association of Chartered Certified Accountants;(f) The Chartered Institute of Public Finance and Accountancy; (g) The Institute of Certified Public Accountants in Ireland.
Have one year's experience gained in the last five years, in a finance related environment, in one or more areas of:
(a) financial planning and budgeting. (b) financial accounting/auditing (including forensic accounting). (c) management accounting and cost analysis. (d) investment finance. (e) treasury management; and/or(f) development/implementation of financial systems.
