The Government People Group (GPG) exists to work with departments, professions, and functions to build a modern, effective Civil Service.

Our role is also to provide system leadership across central government in pulling together back-office services. Collectively, we help support the Cabinet Office's priority to drive efficiencies and reforms that will make government work better to ultimately provide a better service to the public.

**Job description**:
**About the Role**

The advertised post sits within the GPG Business Management Team, a team responsible for providing the essential support functions needed by the business unit to ensure its successful running. GPG is a recently formed unit, following a merger of two existing teams, so there will be opportunity for the post holder to learn new skills, develop new products and processes and positively influence the immediate and wider team culture. As GPG continues to form, the post holder will be expected to be responsive to its evolving needs so they will need to be comfortable working in a changing environment and across boundaries.

We are looking for:

- An experienced recruitment practitioner well versed with the regulations, systems and processes that govern recruitment in the Civil Service, including the Civil Service Commission’s Recruitment Principles.
- An effective process manager, able to implement lean business processes that are intuitive to follow.
- Someone with a passion for learning and development and the ability to inspire that same level of engagement from others.

**Duties**
- Support recruitment campaigns from across the GPG directorates, providing advice and guidance on recruitment best-practice and overseeing the hands-on system and process support provided by the Business Management Team.
- Oversee the recruitment approvals process, ensuring that all necessary checks are undertaken and stakeholders consulted before approval to recruit is granted.
- Track and monitor all recruitment campaigns, gathering the necessary intelligence and data to report on current progress and inform future processes to proactively improve business outcomes.
- Design and deliver a regular GPG induction programme.
- Lead the Employee survey process, from supporting completion through to ensuring action plans are developed and monitored.
- Establish and oversee an effective L&D process, from gathering funding requests through to their approval, ensuring fairness and transparency throughout.
- Champion L&D, ensuring opportunities are promoted, and contribute to a culture in which the value of L&D is recognised.

**Knowledge and Skills**

**Essential**
- A high level of competence in drafting guidance and documentation, preferably in the context of recruitment and L&D.
- The ability to manage the interests of, and prioritise the needs of varied stakeholders with all levels of seniority.

**Desirable**
- Experience of recruitment in the Civil Service, including a strong understanding of Civil Service regulations, systems and processes.
