Assistant Director of Finance

The post holder will be responsible for managing the finance function and ensure that a world class financial service is provided within the Trust and within Lancashire and South Cumbria Provider Collaborative. They will provide assurance by ensure that all key financial systems are operating effectively; and that appropriate control and monitoring arrangements are in place to ensure both internal and external reporting timescales can be achieved. They will be expected to act independently and at times making significant decisions.
The post holder will provide assurance to the Deputy Director of Finance, Director of Finance and the Executive Team, alongside ICS colleagues.
The post holder will lead the continuous improvement journey within the team; developing, implementing and evaluating the Trust wide financial strategy and to ensure compliance with all relevant statutory regulations, directives and internal procedures within the Finance department.
The post holder will also provide specialist technical and professional advice to the Trust and the Trust’s senior management, and to deputise for the Deputy Director of Finance as necessary.
Lead and develop robust and accurate financial plans, which secure medium and long-term financial viability.
Provide assurance of good financial controls within the Trust
Provide assurance of an accurate financial position to the Deputy Director of Finance and the Executive Director of Finance.
Play an integral part in developing in-depth financial modelling with a strong understanding of strategic scenarios and alternatives.
Secure robust ongoing operating financial management, including:
In-depth exploration of strategic financial management challenges
Formulation of the financial components of the Trust’s annual plan and direction of budget setting policy
Provide leadership and professional direction to the finance team
Lead on all aspects of corporate reporting, including Board reports and external financial reporting requirements
Lead the production of the annual corporate financial plan to enable the Trust to achieve its financial duties and which matches the requirements of the NHS planning cycle.
Co-ordinate the implementation of protocols and procedures for all accounting activities, which comply with the Trust's Standing Financial Instructions.
Oversee the production of the Annual Accounts, ensuring that they meet statutory requirements.
Oversee the development of all capital investment plans and evaluate their economic / service viability.
