The post holder will collaborate closely with all stakeholders across the business and at all levels, to help build appropriate procurement strategies for the varied range of projects and or areas of spend to deliver stakeholder requirements.

They will be responsible for the implementation of the procurement strategy and will ensure value for money is achieved through effective tendering, contract and supplier management.

The main duties and responsibilities for the post holder will include:

- Leading on providing a service that supports a variety of duties within the Procurement team.
- Responsibility for driving an effective and value-added procurement strategy across the business aligned to organisational objectives and goals.
- Development, delivery and monitoring of clear strategies, policies and procedures for procurement and contract management that supports the business and drives efficiencies and savings and delivers service improvements and innovation.
- Working collaboratively with stakeholders across team boundaries to develop, execute and monitor procurement processes by defining and utilising the most appropriate, effective and compliant routes to market, in line with policy and procedures
- Provide specialist procurement advice and support on a broad range of projects
- Responsibility for co-ordinating, managing, updating and presenting Tender strategies to the Procurement Leadership Team and Board.
- Build and maintain an effective pipeline of work to reflect annual planning and budgeting processes and that set out procurement objectives, priorities and targets, ensuring re tendering of goods, works and services allows the appropriate time for planning and specific tendering processes.
- Assist stakeholders and project teams with the procurement processes, including advice on planning, development of specifications, award criteria, contract documentation, evaluation, and assessment of proposals, especially where procurement activity is devolved.
- Monitor and report against major milestones for each procurement initiative, including owning, monitoring, and reporting on performance, including tracking against anticipated savings targets, compliance to contracts and other departmental KPIs.
- Review internal customer satisfaction taking appropriate action to ensure contracted services continue to meet departmental expectations.
- Manage the purchase ordering process within the purchase to pay (P2P) system and its interrelation with organisational procedures, driving improvements and efficiencies.
- Manage a small team of procurement officers
- Ensuring compliance with all regulatory and legal requirements, including the implementation of the Social Value Act 2012

Essential:

- A strong understanding of the Public Procurement Regulations and applicable legislation, working as a manager in a regulated procurement / commercial team and having a basic understanding of contract law.
- Sound decision-making experience, confidence to implement decisions.
- The ability to collaborate with stakeholders.
- Strong analytical skills, able to interpret complex issues and draw conclusions from market analysis such as innovation, trends, competition, suppliers, and ability to align procurement solutions with stakeholder requirements.
- Motivate, encourage, and support the business in all procurement activities and deliver to strict deadlines, managing conflicting priorities.
- Have excellent attention to detail and ability to communicate and negotiate with stakeholders at all levels. Have an inquiring mindset to strategically evaluate and provide appropriate guidance and advice.
- Be able to influence, persuade and direct the procurement activities of the organisation.
- Have a dynamic and energetic personality with high degree of personal drive and exceptional organisational and time management skills.
- The ability to manage multiple sourcing activities at the same time, ability to prioritise workload, manage reporting and ongoing team management and development.

Desirable:

- Experience of working as a senior procurement professional including managing or working within procurement related activities.

**Qualifications**:

- Ideally MCIPS qualified and educated to degree (or equivalent) level or relevant significant procurement experience gained at managerial level within the public sector.
- Willingness to undertake training and actively seek out personal development opportunities.
