Reading, United Kingdom Reading Borough Council Full time

Job description

**Part Time (25 Hours) - Permanent**

The Data Intelligence and Policy Team sits at the heart of the organisation and is responsible for our corporate policy and performance functions, data analysis and business intelligence, geospatial information and mapping and our relationships with the Voluntary and Community sectors. We also lead on cross cutting priorities including tackling inequality.

We seek the best talent from the widest pool of people as diversity and inclusion is the key to our success. Reading Borough Council is a Disability Confident Employer and is committed to the recruitment and continued employment of people with disabilities.

We are open to flexible working patterns and can provide a hybrid working environment which utilises the best of both worlds with a mix of office working in central Reading and homeworking according to the needs of the Service.

**About the role**

The main duties of this role are:

- Undertake the street naming and numbering process, which involves interpreting developers’ plans, liaising with developers and Councillors in order to assign addresses to properties and streets.
- Maintain the Local Land and Property Gazetteer (LLPG) and Local Street Gazetteer (LSG) to the appropriate standards to ensure an accurate and consistent output.
- As part of the corporate GIS service, undertake geospatial analysis to complement analytical projects and support decision and policy makers. Work with other teams and staff to scope out work including planning the analytical approach and outputs.
- Provide support, technical guidance and training on GIS for other services and staff across the Council.
- Automate the transfer and connection of geospatial data to other systems used by the Council.

You’ll be part of a team that relies on each individual to play their part to the best of their ability. As well as the colleagues that you work closely with every day, you’ll also be part of Team Reading, playing your personal part in making Reading a successful and vibrant place.

Our vision is to ensure that Reading realises its potential as a great place to live, work and play, and that everyone shares the benefits of this success. Our values and behaviours guide how we will achieve this:
**Work Together as one team** - work collaboratively, with each other and with our partners, and demonstrate the Team Reading values in everything we do

**Drive Efficiency** - show initiative, be adaptable to change and put forward ideas to help improve delivery and efficiency. Take responsibility for our own learning and development and for reaching our potential

**Be Ambitious** - be demanding of our own performance - striving to be even better - and be prepared to engage with and challenge leaders in a constructive and positive way

**Make a Difference to Reading** - maintain the highest levels of customer service and be flexible and willing to provide the services needed at the time they are needed

**About you**

We are looking for someone with the following skills and experience:

- Practical experience and confidence using GIS software and infrastructure for analytical and operational purposes, ideally in a local government setting. The team use QGIS, FME, Postgres/PostGIS, iShare GIS and iManage Gazetteer so experience in some or all of these would be a benefit.
- An understanding of the Local Land and Property Gazetteer (LLPG) and Local Street Gazetteer (LSG) and either experience maintaining these products or a willingness to learn.
- Experience in producing a range of cartographic outputs and a good understanding of cartographic design principles.
- Experience automating data transfers and connections between different systems and/or file locations.
- Familiarity with the geospatial data landscape in England, for example, products from Ordnance Survey. Also, knowledge and understanding of relevant data protection and information security laws and processes.
- Good communication skills (written and verbal) to work with and provide support to customers, external suppliers and staff from across the Council.

**Our offer**

We offer a supportive environment to grow and develop your career with the opportunity to put your ideas across. Innovation and ambition is strongly encouraged, and you’ll get a great feel for that working in our friendly and collaborative environment.

A competitive salary alongside a range of benefits including:
