**Job Purpose**
Supporting the Construction and Framework Commercial Manager, the Construction & Framework Surveyor (C&F Surveyor) will be responsible for providing a full range of professional contract and quantity surveying services related to the University's new build and refurbishment capital projects, as part of a transformational capital investment programme.
The C&F Surveyor will be responsible for supporting and developing highly effective controls, insight, performance measurement and value assessments across the capital programme, supporting effective delivery and control of the £1.6bn capital plan, comprising of an extensive number and broad scale of projects on an annual basis, c£150M per annum.

**Main Duties and Responsibilities**
- Support the Construction and Framework Commercial Manager and work with the University Procurement team on the planning of frameworks and innovative contracting approaches which will ensure effective and efficient delivery of projects.
- Support the delivery of a suite of effective controls to manage the capital programme, ensuring transparency of costs across the lifecycle of all projects.
- Support and manage consultant and contractor frameworks, providing professional support, guidance and insight into market conditions and supply chains. Regularly undertake cost/market analysis and forecasting to support with internal cost development.
- Ensure accurate and effective cost data and metrics are developed and measured across all projects and programmes, respond to any audit findings, and provide guidance on best practice to the Directorate.
- Working with the Programme Management Office (PMO) develop an effective reporting system which allows individual project managers to have confidence in delivering projects, whilst also being able to inform governance boards on progress, trends and risks. Challenge and give assurance to all financial reporting working closely with the Framework Commercial Manager and Head of Estates Finance. Ensure reporting simplifies complex projects and programmes so that critical matters are highlighted to governance boards and Court committee members, identifying risks and trends to enable governance members clarity on areas of priority.
- Develop the effective management of risk, ensuring all risks are identified and quantified, thereby reducing spend and exposure on delays. Lead appropriate workshops, Post Project reviews and discussions to identify risks, contribute to a departmental risk register and ensure adequate mitigation for successful delivery, escalating when an identified risk may impact on success.
- Provide cost assurance across all projects and work closely with finance colleagues to ensure accurate monitoring and reporting of cashflow and total budget spend.
- Working closely with Development Managers and Project Managers, lead and support on the delivery of tender exercises, including identifying the most appropriate methodology and route to market and the preparation of documentation with staff and/or external consultants
- Preparation and review contractual documentation in liaison with Procurement colleagues, staff, and external consultants.Review and analyse tender returns, providing guidance and direction where cost and contractual queries arise.
- Actively ensure appropriate contract controls are being evidenced on all projects via the Sypro Contract management platform and alongside the Programme Management Office (PMO). Identify and manage any commercial non-conformances.
- Provide cost management analytical advice and expertise to PMs, Project Boards and Executives, ensuring that cost plans are produced to a high standard and that the programme delivers the financial, activity, workforce and quality outcomes defined.
- Provide support to project staff and finance team on the analysis of costs provided by external consultants throughout the project lifecycle.
- Procure, appoint and manage the services of external professional consultants and contractors to provide professional project monitoring, tracking, reporting, and acting as one interface between the University and the construction industry. Working alongside the PMO to analyse KPIs across both Lead Advisor and Contractor frameworks.
- Develop and update costing tools, processes and templates which will support the effective development and delivery of projects.
- Undertake lessons learned from internal procurement and commercial processes to develop improved methodologies, working alongside the PMO.
- Effectively communicate with all relevant stakeholder communities, including reporting to project boards, engaging and managing stakeholders from across the University.
- Engagement in professional development activities as appropriate to maintain and/or gain Professional Chartership.
