An enthusiastic and experienced person is required to join the Structures Team, which is responsible for the inspection and maintenance of the Council’s bridge stock of over 1123 bridges and other roads related structures. This role is primarily involved with programming, undertaking and reporting on General, Principal and Special Inspections of the Council’s bridge stock to the latest national bridge inspection standards.

Your main duties will involve carrying out inspections on the bridge stock and other roads related structures such as culverts and retaining walls. You will be expected to be able to record and input site gathered data into the Bridge Management System database to allow Bridge Condition Indicators and Works Prioritisation programmes to be developed. You will also be expected to maintain and develop said Bridge Management system. Part of your duties will, from time to time, include assisting in the preparation of an overall annual programme of bridge maintenance works, along with preparation of and supervising bridge maintenance schemes, as required, for small maintenance works to repair or strengthen bridges and other roads related structures including the use of Safe Working Practices, CDM Regulations, Quality Assurance Systems and Office Procedures. This will include liaising with Statutory Undertakers, affected landowners, householders, businesses, other clients, community representatives and the like. You will also be expected to deal with enquiries from members of the public, community representatives, other Services and outside bodies. You will be expected to carry out basic assessments of Masonry Arch bridges using appropriate software such as ARCHIE on an occasional basis.

**The Individual**:
Ideally you should have experience within a Local Government Roads Authority environment, have experience of programming/undertaking inspections of bridges and other roads related structures to the latest national bridge inspection standards, and have experience in preparing, procuring and supervising routine maintenance projects on bridges and roads related structures. You should have knowledge of the Health & Safety at Work Act, the CDM Regulations 2015 and have the ability to carry out Risk Assessments. Ideally you will have, or be working towards attaining, bridge inspector competency through LANTRA’s Bridge Inspector Certification Scheme (BICS) (NHSS31). This is an industry wide bridge inspector competency which all inspectors will be required to hold when inspecting roads related structures. PKC will support all inspectors through this process (or an alternative equivalent PKC/SCOTS approved Scheme). You must have an HNC in Civil Engineering or equivalent, or be able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience or other relevant qualifications, and have good financial awareness and communication skills. You must have a valid UK driving licence as this post requires you to travel to a variety of locations across Perth and Kinross.
