**Job summary**:
Strategic Command (UKStratCom) is a 4* Headquarters and a Top-Level Budget (TLB), tasked with developing and preparing an integrated Joint Force for current and future operations. It has a unique structure, with a small HQ that works above, and with, a number of federated organisations including, for example, Permanent Joint Headquarters, Defence Intelligence and the Overseas Bases.

The successful applicant will support the Strategic Command Inspector Explosives (IE) with fulfilling the responsibilities of the Explosives Licencing Authority for UKStratCom, providing explosives safety assurance to the Senior Responsible Person/Duty Holder (Commander UKStratCom) and subordinate risk owners.

This position is advertised at 37 hours per week.

**Job description**:
The post of Deputy Inspector Explosives provides a unique opportunity to support the lead for Explosives Safety across UKStratCom, providing advice and support to ensure compliance with the Secretary of State’s HS&EP Policy Statement in relation to ordnance, munition and explosives (OME) activities and developing and delivering the OME inspection/licensing programme.

The Deputy Inspector Explosives will work collaboratively alongside the single Service IEs (IE (RAF), IE (Navy), IE (Army), IE (DE&S) and the Defence OME Safety Regulator/Chief Inspector of Explosives who retain a large amount of domain specific knowledge.

Other information:
Responsibilities of the role holder will include:

- Providing assurance to IE UKStratCom that UKStratCom explosives facilities are licensed in accordance with MoD Explosives Regulations (DSA.02 and DSA.03) and all other relevant regulations.
- Working with the IE Support (HEO) to ensure the MoD Explosives Regulations mandated requirements for the management and implementation of all explosives safety inspections and audits within the IE UKStratCom functional area are met and non-compliance issues are managed to successful conclusion.
- Leading explosives safety/OME audits and inspections as lead auditor. Maintaining an OME assurance programme, producing inspection reports and action plans. Contributing to the overall inspection process and reporting process.
- Contributing to the ongoing development of TLB OME safety policy, standard operating procedures, and explosives licensing methodology to ensure compliance with the Secretary of State’s HS&EP Policy Statement.
- Acting focal point for explosives licensing and explosives safety advice to the IE UKStratCom delegated area of responsibility to ensure licences are produced to a consistent standard.
- Maintaining close working relationships with single Service IEs and supporting the maintenance of Customer Supplier Agreements with each for their continued support.
- Promoting a positive safety culture through the development of an effective TLB-wide community and maintaining close links with OME points of contact.
- Deputising for IE UKStratCom when required.
- Line manager to 1 x HEO, IE Support.
- Maintaining professional competence and memberships.

**Person specification**:
You will an understanding of the MOD’s explosives safety management system and have knowledge of the health, safety and environmental and other statutory legislation, regulations and safe working practices governing explosives and their implications.

This is a high-profile safety assurance role requiring you to build and develop your personal credibility with stakeholders who are leading and driving agile operational requirements and therefore experience of operating in areas of high-operational tempo is desirable.

Frequent UK and overseas travel will be required to fulfil the requirements of the post.

**Essential Qualification(s)**:
Formal Training in Ordnance Munitions and Explosives (OME) Safety (e.g. Ammunition Technician/Technical Officer, Explosives Safety Manager or equivalent courses)

**Desirable Qualification(s)**:
Level 3 Certificate in Occupational Health & Safety or equivalent

International Standards Organisation (ISO) Lead Auditor Qualification

Full UK Driving Licence
