We are the Cost Engineering Team (CET) and we are responsible for delivering the cost-based insight that informs HMRC’s most significant decisions about IT transformation.

We sit within the Chief Digital & Information Group (CDIO), which oversees one of the biggest IT estates in Europe and delivers large scale transformations that have a profound impact on HMRC customers and employees.

We operate in the earliest stages of the change management lifecycle, and our robust IT cost estimates and IT cost assessments help influence CDIO’s ability to shape and deliver HMRC’s IT strategy in an intelligent and cost-effective manner.

**Job description**:
As an IT Cost Estimator you will develop and practice your understanding of both cost estimation and cost engineering. You will use your knowledge in these areas to provide cost-based insight to projects and programmes that sit within HMRC’s change portfolio.

You will enable a diverse range of stakeholders to make informed, cost-effective decisions about IT transformation, and you will use engaging communication skills to influence behaviours in relation to cost management and spend control.

You will use analytical and critical thinking skills to interpret, scrutinise, and draw intelligent conclusions from data that is often ambiguous and incomplete. You will obtain this data from a variety of sources.

Your primary objectives will include the production of cost estimates and the completion of cost analysis. However, as part of an inclusive team, you will also have broader opportunities to evolve HMRC’s cost engineering capability.

This is a challenging but very rewarding role.

**Person specification**:

- Practice and continuously develop an understanding of cost engineering principles, cost estimation techniques, IT transformation, and HMRC change management activities.
- Seek, analyse, and interpret cost related data, information, and knowledge to support evidence-based decision making.
- Interpret IT solution designs and generate robust and insightful IT cost estimates and cost assessments that can influence key project and programme decisions.
- Contribute to the growth of HMRC’s overarching cost engineering capability, through continuous improvement activity.
- Take opportunities to actively promote the benefits of cost engineering services to relevant stakeholders.
- Communicate cost estimates and cost assessments to stakeholders in an engaging manner, providing insights that enable and actively promote intelligent decision making.
- Contribute to the creation and growth of a cost estimating network and the cost engineering function, within HMRC and across government.
- Manage, mentor, and develop Associate Cost Engineers.

**Desirable Criteria**:

- Previous estimating or forecasting experience.
- A capability for using spreadsheets and assessing financial information
- Knowledge or awareness of; Project Management, Risk Management, IT development lifecycles.
