An exciting opportunity has arisen to join the Elective Care Transformation & Commissioning Team as a full-time Head of Elective Care, on either a 6 month fixed term agreement or a secondment opportunity for existing NHS employees.

The Elective Care Transformation & Commissioning team plays an important function for the Shropshire, Telford & Wrekin health and care system in the supporting and enabling successful delivery of programmes of change and agreed system priorities for improvement. As such, individuals within the team must have a good understanding of system commissioning, large-scale service change, transformation and programme management, strategy and system priorities and be able to flex in a system space of multiple organisations spanning traditional boundaries.

The postholder will be accountable to the Director of Elective Care for delivery of a range of identified transformation programmes & priorities and commissioning duties.

The Elective Care Transformation & Commissioning team is made up of a Director with a Head of Transformation & Commissioning, Transformation and Commissioning Partners, Project Support Officers, Ophthalmology Advisor (Clinical) and admin support. The team works on a number of different projects and large-scale programmes of work across the ICS, alongside day-to-day commissioning and work closely with other departments across NHS Shropshire, Telford and Wrekin.

The postholder will take responsibility for their own portfolio of elective care programmes of work, but also lead the Elective Care Transformation & Commissioning team in successful delivery of the given priorities and programmes of work. You will be expected to ensure compliance with standard Programme Management methodologies, system governance, reporting and risk processes, to deliver agreed key outcomes and objectives across a range of transformational programmes and projects, as well as taking on commissioning responsibilities for a portfolio of assigned services/specialties. For both your own work and the activities of the elective care team you will be expected to ensure compliance with commissioning due diligence and best practice principles.

You will also be responsible for timely resolution to commissioning queries, FOI’s, complaints and enquiries associated with elective care services.

NHS Shropshire Telford and Wrekin is responsible for planning and buying a wide range of health and care services for the whole of Shropshire, Telford and Wrekin. These include GP and primary care services, hospital care, community healthcare and mental health services. We also have a duty to monitor these services to ensure they provide a high level of care and are value for money.

We are part of Shropshire Telford and Wrekin Integrated Care System. This means we work closely with our partner organisations across the county, such as the two local authorities, the 51 GP practices, the hospitals, and the voluntary and community sector, to plan and deliver joined up health and care services.

Working closely together, in a more joined-up way, means we can have closer links to our patients so we can develop more personalised local services which will improve the lives of our residents and reduce inequalities.

NHS Shropshire, Telford and Wrekin currently have an agile working policy, with a combination of working from home and office-based work or meetings. The role will require a minimum of 40% of the working week to be spent in the office, currently at Halesfield but will be in Wellington in early 2024. Key Responsibilities

The Head of Elective Care will report directly to the Director of Elective Care, and will be responsible for:

- Working closely with them to ensure the management of change programmes within their defined programme area (as agreed).
- Working together with other Associate Directors and the wider team, will flexibly deploy members of the programme team to develop and implement programmes of change in line with ICB systems plans and strategies to deliver sustainable services and improved population health outcomes.
- Ensuring the utilisation of an agreed standard approach to Programme Management in the delivery of all work programmes and projects.
- Ensuring the comprehensive clinical, stakeholder, and service user engagement element of the standard approach to Programme Management is meaningfully carried out, and products of engagement are used to shape the work being done.
- Ensuring that there is sufficient patient and public involvement to co-produce transformation of, or changes to, services with the support of the ICB’s Communications and Engagement team, to meet the ICB’s legislative responsibility to involve patients and the public.
