A number of exciting new roles have come up in the newly formed Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users - our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the procurement arrangements for the next 15 years, impacting over 50% of all Civil Servants - that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

For all jobs located in Wales, the ability to speak Welsh is desirable.

**Job description**:
**Responsibilities, Activities & Duties**:
As a Change and Engagement Lead you will develop the Synergy Business Change approach, co-designing and landing transformative change with the four cluster departments throughout these organisations.

**Leadership & Delivery Management**

Leading the delivery of business change, design and implementation activity across the cross-departmental cluster, engaging with stakeholders internally and externally to make change a reality.

Ensure effective Change Management processes are in place to agree and document changes to deliverables as agreed with stakeholders.

Act as trusted advisor to senior stakeholders by regularly providing pragmatic advice and expertise on complex, high profile and highly sensitive change issues, often with conflicting priorities and during significant delivery challenges.

Navigate complex political and ambiguous landscapes to develop robust change strategies, plans and risk management ensuring appropriate and proportionate project management disciplines are in place to achieve the strategic benefits.

Lead a multidisciplinary team of change practitioners (civil servants, contractors and suppliers) managing performance, outputs and measurement, ensuring a collaborative approach draws in expertise of the wider team and Change network.

Work as part of the User Community and Business Change senior leaders team to provide insight, guidance and direction that continuously improves the direction of Change within the programme.

**Stakeholder and Communications Management**

Quickly build trust and credibility through effective relationships with SROs, Sponsors and Change Leaders confidently challenging approaches and boundaries to drive forward the required changes.

Utilise proactive stakeholder management to help support buy in and support for the programme from across the four Government departments.

Shape and lead the change approach in a way which maximises employee engagement with the programme and drives faster adoption of cultural and behavioural reforms.

**Essential criteria**
- Experience in Business Change within large scale IT enabled transformation and organisation redesign programmes. **(LEAD CRITERIA)**:

- Be a skilled practitioner of Business Change and be able to identify and adapt structured frameworks and tools to support development of the change management approach.
